Blood Institute intends to negotiate with MicroCal, Incorporated, to
purchase (1) one MSC Isothermal Titration Calorimetry System;
manufactured by Micro Cal, Inc., the specifications for the System are
as follows: 1. Isothermal calorimetry heat pulses as small as 0.1 ucal
can be detected. Multiple 0.5 ucal isothermal calorimetry heat pulses
can be repeated with a standard deviation of 0.05 ucal, while stirring
at 300 rpm. 2. Power feed back circuitry measures heat direct ly. 3.
Instrument response half-time of sec. For heat perturbation on
isothermal calorimetry, utilizing no mathematical "corrections". 4.
After entering samples into cells and injection syringe, no further
operator attention is required until a calorimetry experiment is
completed. 5. Stirring rates for isothermal calorimetry up to 1500 rpm.
6. Modem capability for remote operation, data viewing and data
analysis. 7. True windows software for data collection and data
analysis. 8. Provides curve-fitting for both independent and
interacting binding sites. 9. Curve-fitting routines based on analysis
of differential calorimetry data, as contrasted with statistically
invalid treatment of integral data. 10. Fixed-in-place 1.3 ml twin
cells for both isothermal calorimetry and differential scanning
calorimetry, which cells cannot be removed or damaged by operator. 11.
Software-controlled isothermal calorimetry upscans to new working
temperature, with baseline equilibration typically within 15 min at new
temper ature. 12. Automatic software-controlled coupling of isothermal
calorimeter injector stepping motor to syringe, using photo-eye
system. To include the following components: Ultrasensitive MCS-ITC
MicroCalorimeter, 200 MHZ Pentium Computer Tower System with 32MB RAM,
3.2 GB hard drive, 256k Pipelined Burst SRAM Cache, 4STB Virge 4MB, 3D
Video Card, a 3.5" floppy drive, CD-ROM drive, keyboard & mouse, Origin
tm, MCS Observer, Microsoft Windows tm, 3.11, DOS< Microsoft Office
Professional tm, software, Hewle tt Packard LaserJet 5L printer,
Neslab RTE-100-D Refrigerated Circulating Bath rate to -10 degree C,
Two built-in nanovolt amplifiers, Degassing station, filling cleaning
assembly, three injection syringes, Start-up accessories and operating
manuals, On-site installation and instruction. The Standard Industrial
Classification (SIC) Code 5047, Size Standard 100 employees will be
used for this requirement. This notice of intent is not a request for
competitive proposals. Interested parties may identify thei r interest
and capabilities in response to this requirement. The determination by
the Government not to compete the proposed contract based upon
responses to this notice is solely within the discretion of the
government. Information received will normally be considered solely for
the purpose of determining whether to conduct future competitive
procurement. The purchase order will be awarded fifteen (15) calendar
