The International Boundary and Water Commission, United States and Mexico, United States Section, has a requirement for a firm-fixed price contract for rock rip rap (48,525 tons), gravel bedding material (11,345 tons), and 300 boulders having a minimum size of 4ft x 4ft x 4ft. The Contractor shall furnish, haul, and stockpile rip rap, bedding material, and boulders at approximately six (6) designated sites along the Rio Grande Canalization Project from Arrey, Sierra and Dona Ana Counties, NM to El Paso, El Paso County, TX. All stone material for boulders, rip rap, and bedding shall be sound, hard, durable, angular in shape, free from lamination, weak cleavages, and undesirable weathering, and of such character that it will not disintegrate from the action of air, water, or the conditions to be met in handling and placing. The stone shall weight not less than 155 pounds per cubmic foot. All stone material shall be clean and free from earth, clay, refuse, and adherent coating. All stone material shall bequarried and no arroyo or round boulders will be acceptable. Boulder size shall meet the following requirements: 4-5ft height; 4-5ft width; and 4-10ft length. Rip rap material shall be well graded within the following limits -- Percent lighter by weight (Sand and stone (SSD) dust shall be less than 5%, by weight, of total rip rap material)/Limits of Stone (Weight in lbs): 100/63-159; 50/32-47; and 15/10-23. Neither the breadth nor the thickness of any pience of rip rap shall be less than 1/3 of its length. All bedding material shall be composed of tough, durable particles; shall be reasonably free from thin, flat elongated pieces; and shall contain no organic matter. Bedding material shall consist of sand, gravel or crushed stone, well graded between the following limits -- U.S. Standard Sieve Size/Percent by Weight Passing: 2in/100; 1-1/2in/50-85; 3/4in/20-70; No. 4/5-45; No. 16/0-30; No. 100/0-15; No. 200/0-10. Gradation of material shall be determined in accordance with ASTM C136-93. All points on individual grading curves obtained from representative samples of stone shall lie between the boundray limits as defined by smooth curves drawn through the tabulated grading limits plotted on mechanical analysis diagram. The individual grading curves within these limits shall not exhibit abrupt changes in slope denoting skip grading, scalping of certain sizes or other irregularities which would be detrimental to the proper functioning of the bedding material. Material shall be made to the required grading and temporarily stockpiled at the source for inspection testing and approval prior to shipment to the final stockpile sites of the project.Tentative dates for issuing and opening IFB 97-04 are August 5 and September 4, 1997, respectively. The performance period for this procurement is 160 calendar days. The delivery of the stone materials for each site shall commence within 10 days after notification by the Contracting Officer.
