synopsis/request for quotation prepared in accordance with FAR, Part
13, Simplified Acquisition Procedures, as supplemented with additional
information included in this notice. This announcement constitutes the
only request Tfor quotation; proposal are being requested and a written
request for quotation will not be issued. This synopsis/request for
quotation is issued as a Request for Quotation and incorporates
provisions and clauses in effect through Federal Acquisition Circular
90-42. This procurement is under a 100 percent small business set
aside. The Standard Industrial Classification code for the equipment
required is 8999. BACKGROUND INFORMATION: As part of a program aimed at
U.S. Nuclear Regulatory Commission (NRC) staff training and broadening
of staff skills relevant to writing regulations, several in-house
courses are to be developed and conducted. One of these courses is
titled "How to Comply with the National Environmental Policy Act and
Other Federal Environmental and Natural Resource Statutes, including
How to Prepare an Environmental Impact Statement and an Environmental
Assessment." An understanding of the material in this course is
necessary for NRC staff members who must support their regulatory
products with an Environmental Impact Statement (EIS) or Environmental
Assessment (EA). The target audience for this two part course is
comprised of engineers and scientists with varied experience in writing
EISs and EAs. Part I -- will be developed and conducted by NRC's
Research staff in collaboration with the Office of General Counsel
(OGC). Part I -- will be a two-day course providing an introduction and
review of the following topics: Provisions and requirements of the
National Environmental Policy Act (NEPA); Council on Environmental
Quality (CEQ) regulations (40 CFR Parts 1500 -- 1508; NRC's regulations
(10 CFR Part 51) implementing NEPA; Sections of other parts of Title 10
of the CFR which have implications for compliance with NEPA;
Environmental and natural resource laws and Executive Orders that may
be involved in writing an EIS or EA; Environmental case law and the
role of the Office of General Counsel in reviewing an EIA or EA; The
role of the U.S. Environmental Protection Agency (EPA) and the CEQ in
assuring federal agency compliance with NEPA. Part II -- will be a
two-day training session on scoping, planning and writing EISs and EAs.
Part II -- will be developed and conducted by a contractor. In
designing the Part II session, the contractor is to assume that all
participants will have taken Part I and have become familiar with the
topics listed above. The two sessions are to be conducted during
September 1997. The contractor will develop a student manual, an
instructor's manual, course presentation vu-graphs, and questions to be
used for an end of course examination. These course materials shall
meet the standards of the NRC Technical Training Center. REQUIREMENT:
A detailed course outline is due to the NRC Project Manager 30 days
from the start of the purchase order. This outline will reflect an
understanding of NRC regulation functions and subject matter. The NRC
Project Manager will review and provide comments, changes/approval of
the course outline to the contractor within five (5) to seven (7)
working days after receipt. If changes are to be made by the
contractor, the changes shall be furnished to the NRC Project Manger
within one (1) week after receipt from NRC. A draft set of course
materials (student manual, instructor manual, vu-graphs, and
examination questions) is due to the NRC Project Manager 30 working
days after the contractor has received comments and approval of the
course outline. The vu-graphs in reduced size are to be included in the
student manual. These materials will be reviewed by the NRC Project
Manager and the Technical Training Center staff. A review and approval
meeting with the contractor will be scheduled for 12 to 15 working
days after receipt of the draft course materials. The revised, final
set of course materials incorporating NRC recommendations is due to the
NRC Project Manager within 15 working days after the review meeting on
the draft. NRC will be responsible for duplicating the necessary
number of student manuals. The contractor shall conduct the first
session of the course at NRC Headquarters approximately eight (8) weeks
after NRC receives the course package. This initial session will be
reviewed and critiqued for effectiveness of both materials and
presentation to identify changes that may be warranted. The contractor
shall make any changes that are identified and deliver the revised
course materials to the NRC Project Manager within 12 working days
after the changes are identified. NRC will be responsible for
duplicating the necessary number of student manual for the second
session. The contractor shall conduct the second session of the course
at NRC Headquarters approximately six (6) working days after NRC
receives the revised course materials. Within 30 days after conducting
the second session of the course, the contractor shall submit a report
critiquing the course and recommend any changes that may be desirable
for future sessions of the course. MEETING AND TRAVEL: The contractor
shall meet (1 person, 3 days) with the NRC staff within two weeks after
the start date of the purchase order. Again, (1 person, 2 days) within
five to seven days after NRC receive the draft course materials. The
contractor shall conduct two separate two-day sessions of the course.
All meetings and course sessions will be at NRC Headquarters, 11545
Rockville Pike, Rockville, MD. The period of performance: five (5)
months after award of the purchase order. EVALUATION CRITERIA: The NRC
shall evaluate a proposal from the perspective of technical merit,
qualification or proposed key personnel, and demonstrated evidence of
satisfactory past performance on similar types of projects provided to
other government agencies. The proposal must provide sufficient
information about each criterion so that a complete evaluation can be
accomplished. FACTOR "A" -- PERSONNEL EXPERIENCE: Extent to which the
proposed personnel are experience in developing and conducting training
in scoping, planning, and writing EISs and EAs. Extent to which the
proposed personnel are experienced in writing EISs and EAs. FACTOR "B"
CORPORATE EXPERIENCE AND CAPABILITIES: Extent to which the contractor
has experience in developing and conducting training programs,
including short courses. Extent to which the contractor has specific
experience with federal agencies in developing and conducting courses
on the scoping, planning, and writing of EISs and EAs. Contractor shall
include the name(s) of a designated instructor(s) and substitute(s) in
the proposal for the designated instructor in the event that the
instructor is unable to led a training session for unavoidable reasons.
The Offeror shall clearly demonstrate to the NRC that they have the
corporate experienceand capabilities necessary to perform this work.
The Offeror shall also demonstrate that their company has successfully
performed on other contracts or purchase orders, currently or in the
past, of similar size and scope. This shall be done by describing
current and past work of a similar or identical nature in such a manner
that an evaluation can be made of the performance history and the
relevance of this experience to the requirements of the request for
quotation. The following clauses are applicable to this acquisition:

shall be submitted with cost proposal. Offers are due July 30, 1997,
5:00 p.m. eastern time and should be sent to U.S. Nuclear Regulatory
Commission, ATTN: Elinor Cunningham, Procurement Specialist, M/S T-7I2,
Washington, DC 20555. A purchase order will be awarded for a firm fixed
price for the training session and meetings. Travel cost shall be paid
in accordance with the Federal Travel Regulations. Award of a purchase
