E-MAIL: SZPUNAR, szpunar@plk.af.mil. Notice of Contract Action (NOCA). The Phillips Laboratory anticipates releasing a solicitation for Nuclear Weapons Technical Manuals on or about 11Aug 97. Responses will be due thirty (30) days thereafter for the Technical/Management and cost proposal. The Nuclear Weapons Integration (SA-ALC/NWI) is responsible for the management of Nuclear Weapons loading, delivery, transportation, and airborne missile mate/demate technical manuals in support of cargo, fighter, and bomber aircraft. The contractor will be required to develop and/or provide technical manual maintenance for both US and non-US NATO nuclear weapons technical manuals. Air Force Technical Manual Contract Requirements (TMCR) TM-86-01F governs contracts for technical manuals. A read file has been established for this effort and can be viewed Monday through Friday. An Indefinite Quantity type contract with Fixed Price Task Orders is anticipated. The contractual effort will consist of one contract award for a one (1) year basic effort from date of award and four(4) one(1) year option periods. The contract will require a SECRET clearance. Foreign owned firms are advised they will not be able to participate at the prime contractor level. To prepare its proposal and perform services under the contract, the contractor will require access to Military Critical Technical Data whose export control is restricted by U.S. export control laws and regulations. Only offerors who submit an approved DD Form 2345, Militarily Critical Technical Data Agreement, to the contracting officer will receive a copy of the solicitation. Responses by telegram, or responses combining more than one synopsis will not be accepted. This acquisition will be conducted as a 100% small business set-aside. The SIC code is 8731 with a size standard of 1,000 employees. An ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
