The Naval Command Control and Ocean Surveillance Center, Research, Development, Test and Evaluation Division (NCCOSC RDTE DIV) San Diego intends to procure services on the basis of full and open competition, to acquire technical support for the USMC Tactical Warfare Simulation (MTWS) and MTWS follow-on models. The support will include systems analysis, systems design, software requirements analysis, software design, development of simulation models, testing, installation and training related to the development and maintenance of MTWS as a system capable of interoperability with tactical C4I systems, and live and constructive simulation systems. Also included is analysis and software design and development required for joint warfare modeling and simulation. The contractor will provide project management, configuration management, quality assurance activities and documentation to support the technical work required. All of the activities shall be consistent with integration into the Joint Maritime Command Information (JMCIS) architecture. An indefinite delivery, indefinite quantity type contract with cost plus fixed fee pricing is contemplated. The contractor must have, or be able to obtain a security clearance at the SECRET level. The contract period of performance will be for a four year base period plus a one year option period. The total estimated level of effort for the contract, inclusive of the option, is 280,800 hours.
