20 -- BARGE MOORING BUOYS SOL DACW29-97-R-0048 DUE 072897 POC Contact Point, Jay Zavala, Contract Specialist, 504-862-2888 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers, New Orleans District requires forty (40) new barge mooring buoys with option for twenty (20) more to be exercised at time of award if delivery date of 30 September 1997 can be met. Buoys shall be molded of high density closed-cell rigid unrethane foam around a steel core, covered with a layer of resilient, closed-cell filament reinforced elastomer skin and shall float upright without list when no load is supported other than weight of buoy and chain and list no more than five degree with 150 pound weight at periphery. Weight of buoy and mooring post to be included in calculation of static buoy height above water. Buoyancy requirements include (a) five tosix feet static height above water, (b) eight to thirteen feet safe working depth without sustaining any permanent damage or deformation including collapse or flooding with internal buoyancy distribution configuration able to withstand the buoyancy loads developed when the buoy is completely submerged, (c) 22,000 to 26,000 pound net buoyancy, and (d) 230,000 pound minimal pull-through working load. Each buoy shall have a radar reflector that ensures adquate radar visibility in a marine environment and also be equipped with a breakaway mooring post at the top side and a lower anchor eye for connection to a two and one half inch anchor chain. Buoy color shall be white with six inch wide blue horizontal stripe halfway between waterline and top of buoy. Blue strip shall be applied using the same polyurethane elastomer as buoy skin, but with appropriate blue pigmentation. Blue stripe shall have an nominal thickness of approximately 20 mils, with edges tapering smoothly to the buoy skin. Bond between blue stripe and underlying buoy skin shall develop a strength equal to or greater than the tear strength of the elastomer used. Each buoy shall be marked, in one location, with two inch capital letters "CEMVN" and a three-digit number, using sequential numbers beginning with 001 and located midway in the white area above the blue stripe. Delivery shall be FOB destination at the Corps Bayou Boeuf Lock, Morgan City, Louisiana by no later than 30 September 1997. Partial delivery and payment in ten (10) unit increment authorized after inspection and acceptance. The provision at 52.212-1, Instruction to Offerors -- Commercial Items, the clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, and the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items apply to this acquisition. The specific evaluation criteria at 52.212-2, Evaluation -- Commercial Items included in paragraph (a) of that provision is Technical Capability, Past Performance, and Price.
