tighten the north jetty at Port Canaveral Entrance. The proposed work
consists installation of two 300-foot long 70- inch diameter
sand-filled geotextile tubes constructed parallel to the existing north
jetty and approximately 25 feet north thereof. The tubes will overlap
by 30 feet, resulting in a total sand-tightened length of 570 feet
extending to the approximate seaward end of the existing rock jetty.
Three 50-ft long, 40-inch diameter tubes will be constructed adjacent
to the 70-inch tubes to augment stability and project longevity. These
tubes will be placed, one at the over-lap point and the other two at
the seaward end on both sides of the larger tubes. In addition, to
further augment stability and longevity, eight 20-ft, 40-inch tubes
will be placed on the south side of the 70-inch tubes at 50 foot
intervals. The tubes will be constructed upon a 30-ft wide geotextile
fabric with integral 18-inch diameter sand-filled "toe-tubes". The
approximate 700 cubic yards of sand utilized to fill the tubes will be
excavated from the beach adjacent to the north jetty, or will be
trucked to the site from an approved upland source containing beach
compatible material. This procurement is being placed on a competitive
negotiation basis. A higher price, technically more qualified
offer/proposal may be determined to the best value over technically
less qualified, lower priced offers. Each Contractor is to submit a
workplan and a schedule for accomplishing the project with the required
timeframe; information regarding most recent "similar in nature"
projects completed by the company; and a separate envelope containing
the price proposal requirement of the RFP. Award of this contract will
be based on price and other non-price related factors with the
non-price factors (when considered in total) being slightly more
important than price. The evaluation factors, including subfactors are
listed as follows: Non-price factors in order of their relative
importance are: 1. Contractor's Ability; 2. Ability to Complete Project
Within Specified Timeframe; and 3. Past Performance. Non-price
subfactors are as follows: 1.a. Previous experience installing
Geotextile tubes; 1.b. Proposed Construction Methods; 1.c. Equipment
proposed; 1.d. Management Plan; 2.a. Performance Schedule; 2.b. Draft
Accident Prevention Plan; 3.a. Timely Performance; 3.b. Effectiveness
of Management; and 3.c. Compliance with Safety Standards. The Offeror's
proposal must be submitted in two parts: The technical proposal must
address the non-price factors and the price proposal must contain the
offeror's prices for the line items identified. Price Proposal: The
offeror must complete and submit the following in a separate envelope
from the Technical Proposal: (i) the offer portion of the Standard From
1442 and (ii) the price schedule in Section 0010. The offeror must
enter a price for each line item. Magnitude of construction is between
$100.000. to $250.000. Pre-Solicitation Notice will be issued on or
about 14 July 97. Invitation DACW17-97-R-0019 will be issued on or
about 01 Aug 97 and opened on or about 03 Sept 97. Cost of Plans and
Specifications is $25.00. Checks should be made payable to FAO
Jacksonville District, and sent to U.S. Army Corps of Engineers,
