Officer, PL/PKCC, 505/853-1106. The Phillips Laboratory Operational
Contracting Division/PKCC, Kirtland AFB, NM is seeking sources capable
of performing Computer Division services for the Phillips Laboratory
(Air Force Research Laboratory), Kirtland AFB, NM. These services are
currently being performed by the Government, and a cost comparison
under OMB Circular A-76 will be conducted to determine the most cost
effective mode of operation. A contract will not be awarded if
Government performance is determined to be more advantageous. Services
include but are not limited to: Design, engineering, configuration
management, operations, maintenance and systems administration for
Novell, UNIX and NT servers and server applications to include e-mail,
world wide web, and office applications; local area network and wide
area network services including network design and engineering,
configuration management, circuit acquisitions, cabling installations,
operation and maintenance, IP address assignment, performance
monitoring and analysis, domain name services, and security
operations/management; video services to include system design,
operations and maintenance, scheduling and equipment purchases;
operation and management of a computer technical support center,
including front line help desk to support central and user computer
systems, hardware and software troubleshooting and acquisition
assistance; software maintenance and development services to support
and manage a Corporate Information Management System (CIMS) Oracle
database, and to implement its rehosting into a CASE environment; CIMS
training and customer support, database troubleshooting and data
analysis; computer and network security operations including risk
analysis and auditing of security processes, installing and maintaining
firewalls, and implementation and monitoring of AFRL-Kirtland network
security; operation and maintenance of the PL studio video
teleconferencing center (VTC-Bldg 419) both in classified and
unclassified modes; mail operations and delivery, records, R&D case
files management, TDY order administration; and project management
functions. Secret clearances are required. Small business firms capable
of performing the described services are invited to submit a
description of their capabilities and experience by COB 08 Aug 97 to
the following address: Phillips Laboratory Operational Contracting

need not submit Statements of Capability. Submissions should be
limited to 15 pages and should be pertinent and specific in the
technical area under consideration, on each of the following
qualifications: (1) Experience: an outline of previous projects, and
specific work previously performed or being performed; (2) Personnel:
Name, professional qualifications and specific experience of technical
personnel, software development/maintenance personnel, configuration
management personnel, and any other relevant personnel who would be
performing the services listed above. Knowledge gained through training
may be considered. Include any other specific and pertinent information
as pertains to this particular area of procurement that would enhance
our consideration and evaluation of the information submitted. It is
the government's intention to include an Organization Conflict of
Interest Clause in this effort. CONTRACTORS MUST IDENTIFY THEIR
BUSINESS TYPE (ie., small disadvantaged business, small business, 8(a)
certified business, woman-owned business, etc.) The government
reserves the right to set this acquisition aside for small business or
8(a) participation. The applicable SIC code for this requirement is
7376 and the corresponding size standard is $18.0M (gross revenues over
the past three years). This synopsis is for planning purposes only, and
does not constitute a solicitation for bids/proposals. Responses will
assist the Government in determining whether to set-aside/restrict
competition in some way or solicit offers from all responsible sources.
The Government will not pay for any information submitted in response
to this announcement. An Ombudsman has been appointed to hear concerns
from potential offerors or offerors during the proposal development
phase of this acquisition. The purpose of this Ombudsman is to receive
and communicate serious concerns from potential offerors when
established channels are not used to address concerns during the
proposal development phase of this acquisition. Potential offerors
should communicate first with the Contracting Officer (Jack Bishop,
PL/PKCC, 505/853-1106) to request information, pose questions, and
voice concerns before contacting the Ombudsman. In those instances
where potential offerors or offerors cannot obtain resolution from the
Contracting Officer, they are invited to contact the Phillips
