Indefinite Delivery contract for services to be rendered at San
Antonio, El Paso, Austin, Dallas and Houston Texas for one year with an
option to extend for one additional year. A & E is to provide Type A,B
and optional Type C services for a wide range of potential engineering
projects. These projects consist of a number of alteration,
construction and repair projects involving a wide range of engineering
disciplines. These projects could deal with both vertical and
horizontal types of work to be performed. The services may include, but
are not limited to the following: (1) Option 1 -- Type A, Investigation
service to provide topograhic surveys, aerial surveys, cathodic
protection, soil borings, soil analysis, test reports, single line
sketches, facility layouts, floor plans, demolition plans, scope
calculations, energy calculations, structural systems, pavements,
landscaping, etc. (2) Option 2 -- Type B, Design service to provide
follow-on detailed design of the selected conceptional solution
identified during the Type A service option. The Type B service would
include, but is not limited to: a detailed analysis of all design
calculations, specifications, drawings, permit applications, meetings
with user and base engineering staff. This service would be comprised
of three submittals. (3) Option 3 -- Type C, Inspection services may
also be required and would be approved by the USPFO. All design service
options shall be in accordance with Air National Guard Design Policies.
Prospective firms shall be rated according to the following criteria:
(1) Professional Qualifications, the organizational structure of the
design team must lend itself to having qualified engineers in each of
the following disciplines; Architect, Civil Engineers, Mechanical
Engineers, Electrical Engineers, Environmental Engineers. Firms must
submit qualifications of project personnel by name and their
appropriate discipline. An organizational chart shall show the chain of
command for technical and management review. (2) Specialized expertise
with indefinite delivery A & E contracts. (3) Location of firm. (4)
Availability of key personnel. (5) Current work load. *6( Volume of
work previously awarded by DOD. The A & E firm shall perform the
services under individual delivery orders not to exceed $300,000.00 A/E
fee per project, and not to exceed a total for delivery orders of
$1,5000,000.00 over a one year period. However, the Government
obligates itself to obtain not less than $5,000.00 in services during
the period of the initial contract. This is not a request for proposal.
Perspective A & E firms shall submit a SF 254 and SF 255 in reply to
this announcement. Qualifications must be received prior to 5:00 PM,
local time August 15, 1997. Submittals shall be sent to the USPFO for
