Disease Control and Prevention (CDC) contemplates awarding a Sole
Source contract to the Baylor College of Medicine to characterize the
natural history of Human Papillomavirus (HPV) Infection and
HPV-Associated Disease in Women Previously Diagnosed with Cervical
Intracpithelial Noeplasia (CIN), and to characterize the magnitude and
duration of the serologic response to various HPV proteins in women
with HPV-associated CIN I. The contractor shall provide a database of
clinical and HPV results; clinical specimens; sera for testing for
response to HPV proteins; and collaborative data as agreed upon with
CDC staff. The anticipated performance period is 12 months. Options may
be exercised for two additional years. The proposed contract is a
follow-on to contract no. 200-92-0537 with Baylor College of Medicine,
and, under that contract, two-years of follow-up data and clinical
specimens have already been collected on a specific cohort of women
diagnosed with CIN 1. Data from other cohorts from another contractor
could not be combined with the existing follow-up data. Awarding a
contract to another offeror and changing cohorts at this point would
cause significant disruption in the HPV Program and significantly
inhibit VEHB from completing an important program goal; the Utility of
HPV Screening in Cervical Disease. The specific cohort of women who
provided the clinical data and specimens are not available to anyone
other than Baylor College of Medicine. Hence, a Sole Source contract to
Baylor is contemplated. All responsible sources may be submit a
