Columbia-Cascades Support Office, is seeking qualified professional
historians to provide historical research and writing services for the
purposes of completing an administrative history for Big Hole National
Battlefield, a unit of Nez Perce National Historical Park, located in
Montana. This is a specialized study that focuses on the establishment
of the park and discusses how the park has been managed and
administered since its creation and later inclusion within the larger
Nez Perce National Historical Park in 1992. This study will function as
a key management tool for future NPS administrators of the park,
identifying and discussing the persons, events, and policies that led
to the park's creation and subsequently shaped its development. It will
also provide an informed context for contemporary and future
decision-making processes. The preparation of this document requires
research and collection of information and materials, organization of
materials, synthesis andinterpretation of information, and narrative
writing. This document is required for all NPS units as set forth in
NPS-28, Cultural Resource Management Guidelines. Required services will
include, but are not limited to, the following: 1. The Contractor shall
plan and conduct intensive historical research on BIHO using primary
and secondary resources. Research may be accomplished by examining the
files, records, and archives of the government agencies involved in
managing the park since it was set aside as a protected area, archival
and library collections, the collections of private individuals, and
physical objects. Oral evidence such as unwritten eye-witness accounts
of events or statements by participants will also be necessary to
collect, review, and synthesize, particularly from all available
previous park managers and superintendents involved with
administration, other park and NPS employees, Nez Perce tribal members,
United States Forest Service staff, Bureau of Land Management staff,
and others as determined necessary. 2. The contractor shall develop the
scope of the research in consultation with the System Support Office
Historian and the Park staff. This research and writing will address
the movement to set aside, protect and preserve BIHO and trace how the
area has been managed, operated, and administered over the years by
the various agencies and individuals charged with stewardship. The
history will provide important comparisons and contrasts to the history
of other national battlefields within the national park system. 3. The
Contractor shall follow the Scope of Work and schedule as outlined in
the package, and prepare a detailed and comprehensive outline for the
subject report and compile a list of potential research repositories
and individuals to contact. Research will require trips and/or contact
with the following (but not limited to the following): Big Hole
National Battlefield, Yellowstone National Park, Grant-Kohrs Ranch NHS,
Nez Perce NHP (Spalding, Idaho), National Archives and Records
Administration repositories (War Department records), United States
Forest Service records (Missoula, MT or Denver, CO), National Park
Service central office records (Denver, CO and Seattle, WA), local and
state historical societies (Montana Historical Society; Beaverhead
County Courthouse), among other repositories. The Standard Industrial
Code Classification for this procurement is 8733 and the size standard
