Institute, Defense Supply Service-Washington intends to award a
contract using competitive proposal procedures in accordance with FAR
Part 15. The designated Standard Industrial Classification (SIC) code
is 8733, Research and Studies Non Research and Development. To obtain
a copy of the solicitation, which will be issued approximately 18
November 1997, all interested firms must submit a written request
either by fax (703)695-9746 or email heartlk@hqda.army.mil. The United
States Army Research Institute for Behavioral and Social Sciences,
(ARI) requires a contract for Manpower and Personnel Research and
Studies II (COMPRS II). This service will provide decision-making
information on manpower and personnel issues to Army Decision -- and
policy makers. The accuracy and timeliness of information provided to
decision-makers are of paramount importance in affecting the quality of
decisions and policies. As the twenty-first century approaches, the
U.S. Army will experience anincreasing requirement to bring individuals
into the Army who are trainable in a wide variety of skill areas. The
army will have to develop and implement programs that will allow it to
locate, assess, assign, and utilize human resources more efficiently
and effectively than has ever been accomplished before. The work to be
performed hereunder is in addition to, and is independent of, any work
ordered by ARI from the US Army Research Office or any other ARI
contract. This contract does not restrtict the Government's right to
continue such orders from other Army contracting sources, or to
perform, research or studies and analysis contained in ARIs programs or
Reserch Plan using in-house resources, other Government agencies, or
other contractors selected by the Government in accordance with the
appropriate Federal Acqusitions Regulations (FAR). The contract will
include a base year for a twelve month period and four (4) possible
