A -- PLANNING, DEVELOPING, IMPLEMENTING, AND EVALUATING EDUCATIONAL L STRATEGIES FOR NHLBI EDUCATION PROGRAMS DUE 090297 POC Joanna Magginas, Contracting Officer, (301) 435-0360 The National Heart, Lung, and Blood Institute intends to negotiate a sole source procurement under contract no. N01-HO-39208 with R.O.W. Sciences, Inc. to continue various ongoing contract activities and to support additional education efforts specifically directed toward the following: 1) completion of the development of a National Asthma Education and Prevention Program evidence-based system; 2) completion of the development of educational activities about problem sleepiness/drowsy driving directed toward adolescents; 3) implementation and evaluation of a comprehensive NHLBI education materials cost-recovery program; and 4) implementation and evaluation of a new approach to providing support for regional and national cardiovascular disease (CVD) conferences. This contract will be extended for approximately nine months to February 28, 1999. The authority to use other than full and open competition is 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1. The incumbent has been performing work under this c ontract and, therefore, has a unique capability to provide the required services to the NHLBI without substantial duplication of cost and unacceptable delays due to contractor transition and learning curve.
