U.S. Postal Service intends to award a sole source non-competitive contract for 346 FSM1000 Flat Mail Bar Code Readers (FMBCRs) to Lockheed Martin Federal Systems, 1801 State Route 17C, Owego, NY 13827-3998. Lockheed Martin is uniquely qualified to manufacturer and deploy these systems on the FSM 1000. They possess the hardware and software knowledge of the machine. In addition, Lockheed Martin maintains the software and electronic data rights. The existing FSM 1000 systems will be retrofitted with the FMBCRs. The FSM1000 bar code readers will read the POSTNET bar code placed in any locations on the face of the flat mail piece and will replace the manual keying function. No telephone calls will be accepted by the USPS. (0196)
