(202) 418-0237 This is not a notice for solicitation. This is a
request for information; neither a draft statement of work nor are
specifications available. The Federal Communications Commission (FCC)
is seeking information on a Commercial Off-the-Shelf (COTS) software
designed specifically for tracking of information in a Federal
Government Equal Employment Office environment. The FCC Office of
Workplace Diversity (OWD), which currently employs four full-time staff
members, ensures equal employment opportunities within the FCC. In
order to successfully perform this mission, the OWD is in need of an
COTS software product which tracks EEO- related work activities. The
OWD requires the tracking system to reside in a single data base. OWD
must be able to instantly call up on computer screens the ststus of
pending cases, workload statistics, who is handling particular issues,
training schedules, employee counseling status, EEo case processing,
special projects and hot issues. The system must also have the ability
to run in-hoise reports and reports required by the Equal Employment
Opportunity Commission. The software will operate in the following IRM
environment: Client server environment which includes Sun 1000's as
dedicated database servers running the Solaris operating system; HP
file servers; network operating system running Novell 3.11/3.12; and HP
486-33 or better personal computers running MS Windows 3.1 graphical
user interface running under MD-DOS 5.0/6/0. The communication
protocols supported include IPX/XPS, TCP/IP, OSI and LAT. The standard
database environment is SYbase with Powerbuilder providing a GUI
interface tool. Paradox 4.5 for Windows is used for small, end user
database efforts. Office automation software includes WordPerfect 5.1
for Windows, Excel 4.0, Harvard Graphics 1.0, as well as GroupWise by
Novell 4.1. An upgrade is planned from Windows 3.1 to Windows 95 during
the Spring of 1998, and is exploring the idea of upgrading its Offie
Automation software during this time period. The FCC requests
interested parties to submit information describing product offerings
which will perform these functions. Also submit product brochures,
capability statements or other descriptive literature which provides
sufficient detail to enable preliminary functional evaluation of the
