58 -- VISIBLE AND INVISIBLE LIGHT COMMUNICATION EQUIPMENT SOL RFQ70395 DUE 081297 POC Sandra Y. Carr, Contract Specialist, (202) 324-5821 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number RFQ #70395 is issued as a Request for Quotation and incorporated provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 90-46. This solicitation is under the Simplified Acquisition Procedures (SAP) in Far Subpart 13.6 Test Program. This solicitation is 100% Small Business Set-Aside. The Standard Industrial Classification is 3827 and the Business Size Standard is 500 employees. This requirement is for a Firm-Fixed price contract. This Indefinite Delivery-Indefinite Quantity Contract will be for one base year with four (4) optional one-year periods. The FBI has a requirement to purchase compact binoculars. The estimated minimum order amount for the contract is 600 units and the estimated maximum, over the life of the contract, is 6,000 units. The binocular shall have a magnification power of eight times and the objective lens diameter shall be 23 to 25 millimeters. The minimum luminous transmission of the binocular shall be 80%, the luminous transmission will be measured by utilizing a PRITCHARD, model 1980A photometer; a Gaertner Scientific collimator and a Hoffmann Engineering model LS-65-8C/HO calibrated luminance standard. The photometer is focused into the collimator. The luminance of the standard will be adjusted to obtain a photometric reading of 100.0 footlamberts. The binocular will placed on the collimator optical bench with objective lens of the binocular unit under inspection facing the aperture of the collimator. The photometer shall be focused on the output of the eyepiece lens of the binocular unit. The luminance reading of the photometer with the binocular unit in front of the luminous source divided by 100 is the luminous transmission of the binocular unit. All measurements will be conducted with the phototopic filter in the optical path of the photometer. The accompanying sheet has the relative spectral response of the PR-1980A photometer. The minimum resolution on-axis high contrast resolution shall be 7.58 arc-seconds, the resolution will be measured by placing a USAF 1951 resolution target of 100% contrast in the infinity focal plane of a GAERTNER SCIENTIFIC, model L360, optical collimator bench with a known focal length. The target is back illuminate with a white light source of sufficient intensity as to obtain the maximum system resolution for true infinity focus. The resolution shall be defined as the smallest resolution element (consisting of horizontal and vertical tri-bar patterns) which the observer can see and distinguish between the black lines and the clear background. The observer, without the aid of an auxiliary telescope, must be able to distinguish the three individual bars in both patterns. The system resolution(Ra) in arc-seconds can be calculated using the following equation: Ra = 1 2( fc x C x (4.85 x 10-6)) where fc is the spatial frequency in line-pairs per millimeters of the smallest resolved resolution element and C is the focal length, in millimeters of the collimator. Carrying case and neck straps that are standard to the offered binocular. The FBI requires a price proposal for the base year and each of the four (4) one-year option periods. Please provide pricing for the following quantity breakdown: 1-50, 51-100, 101-150, 151-200, 201-300, and 301 or more -- Warranty one year -- FOB-Destination to FBI, Engineering Research Facility, Quantico, VA. Delivery shall begin no later than 90 days after receipt of order. Partial shipments will be allowed. The provision at FAR 52.212-1 Instructions to Offerors -- Commercial Items (October 1995) apply. The following addendums to FAR 52.212-1 shall apply; Paragraph (d) A bid sample will be required from each bidder. The sample will be inspected to determine compliance with the requirements listed above. Bid samples shall be sent to the address for Ms. Sandra Y. Carr; Paragraph (h) Multiple Awards-Delete entire paragraph. The Government plans to award a single contract resulting from this solicitation. Far 52.212-2 Evaluation -- Commercial Items (October 1995). Addendum 52.212-2 Paragraph (a) the Government will award a contract resulting from this solicitation which will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability, Past Performance and Price. Technical capability and past performance, when combined, are significantly more important than price. In regards to Past Performance, each offeror must submit information on the last three government/commercial contracts for binoculars. Information regarding these previous contracts should include but not limited to name of Company, date awarded, contract award amount, contract number, company/government point of contact, phone number and address. Paragraph (b) Options, the FBI will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Far 52.212-3 Offeror Representations and Certifications -- Commercial Item (June 1996). Representations and Certifications must accompany each offer and can be obtained via the Internet at http://www.far.npr.gov. Far 52.212-4 Contract Terms and Conditions -- Commercial Item (August 1996) apply to this acquisition with Addendums to paragraph (g) Invoices shall be submitted to the address for Mr. Robert Willis and paragraph (o), the minimum warranty shall be one year from acceptance of equipment. The following Far clauses in paragraph (b) of FAR 52.212-5 Contract Terms and Conditions required to Implement Statutes or Executive Orders -- Commercial Item (August 1996) will apply to the resultant contract: 52.203-6, 52.203-10, 52.219-6, 52-219-8, 52-219-14, 52-222-26, 52.222-35, 52.222-36, 52.222-37,52.225-3 and 52.225-21. Facsimile of Offers will not be accepted. All bids and samples must be submitted to the address listed above no later than 4:30p.m., DST, August 12, 1997, and be clearly marked with RFQ #70395. Bidders are hereby notified that if your bid is not received by the date/time and at the location specified in this announcement, it will be considered late/non responsive.
