This is a second amendment to SOL 97D069400, which was published in the Commerce Business Daily on June 24, 1997. The due date for receipt of proposals is 3:00 p.m. July 18, 1997. Please provide an original and one copy of both technical and business proposals. The following are answers to questions submitted: Q.1) Section 1.1 of the RFQ presents information about the "existing digitized facility map." What software program, and version is this data in? Is the data contained in one file, or is it broken into titles or multiple files? What coordinate system is the digital map in? A.1) The facility map has been completed in a GIS format and an operational ArcView Project File has been created as well. The format and scale of the facility map is unknown. All facility maps, even those created by ArcView or ArcInfo, are not alike. Therefore, the data from the facility map may require some degree of modification to work in the GIS application. The facility map may be reformatted to meet ArcView standards, establish basic themes, attribute tables, default symbology, and straight forward coordinate transformations to comply with the New Jersey Plane System NAD83. Q.2) Section 1.2 of the RFQ, Adapting the Sample Point Asbestos Database" describes "existing asbestos survey data." What database management program, and version is this data in? What is the desired database management program for the ArcView system? Do the sample point data have "X" and "Y" coordinates in the existing database files? Will the data for these added fields be extracted from the existing tables, or will additional data entry be required? A.2) The asbestos database in a DOS-based dBase III program. The database files have been compressed requiring PKUnZIP program to read the data. The desired database program will provide a geographical representation of the building plans and location of the asbestos sample points within each building. The GIS application will be used by various disciplines for maintaining an asbestos operations and maintenance (O&M) program to delineating specifications and contracts for building renovations with asbestos-containing materials (ACM). The coordinates are specified by description of the locations of homogeneous areas within those buildings which have been previously surveyed. The database from the existing asbestos surveys will be extracted and inserted "hot linked" to the Arc View facility map footprint display and attribute tables within the GIS application. Q.3) Section 1.3 of the RFQ, "Adapting the Building Floorplans" describes how the building data may have to be manipulated. Is it the intent of this system to display the building floor plans as simple graphics, either raster images, or uncoded vector data, or are all the floor plans to be coded vector data? A.3) Building floor plans are currently either hard copy (blueprints) or digitized into an AutoCAD format. The offeror should determine the best approach either using simple graphics, images, or coded vector data. It is important that the drawing scale must fit the screen display. The building floor plans must depict the walls, floors, partitions, stairs, columns, etc. In multi-storied buildings, each digital floor plan must be hot-linked to the facility map's building footprint and adjustments made to configure the ArcView facility map display and attribute tables. Q.4) Paragraph Number 2 of the RFQ Section 1.4, Application Functionality, describes being able to select by "homogeneous area types." Are these areas simply based on existing data, or will new data need to be captured to make up these areas? A.4) The location of each homogenous areas are described in the previous asbestos surveys. No new data will be necessary to either define or import to identify these homogeneous areas. Q.5) RFQ Section 1.4.2, Floorplan Functionality, provides a list of features to be included in the digital files. Is this a comprehensive list of the features? Will any annotation be required? What do you want to happen to any additional data that are in the existing digital data floor plan files? A.5) Yes, some form of annotation is required. Annotation is required for pertinent building features or characteristics that adequately identify the building design, construction and layout. Annotation will not be necessary for the attribute tables, facility map's building footprint, or building floor plans. The offeror may include recommendations on what should be done with any additional data from the existing digital data floor plans based upon their past experience. Q.6) Paragraph 6 of this section (1.4.2) describes "reports" which must be created. How many types of reports are expected to be created? Paragraph 7 also describes "homogeneous areas." As in Question 4 above, are these simply based on the existing data, or will new data need to be captured. A.6) There will be two written reports required as part of this project. An intermediate or pre-final submission and a final submission. Each written report should include CDs and paper prints of the interim and final product. Q.7) Is the expected delivery address listed under the "Contact" section in the RFQ? A.7) No. The delivery address will be identified at contract award. Q.8) Does the simplified acquisition limits apply to this solicitation? A.8) As stated in the solicitation/synopsis, "Offers shall be evaluated using simplified acquisition procedures (see FAR 13.106-2)." Q.9) What format is the existing digitized facility map? What projection/datum was the existing map captured in? Will we get documentation on the format, coordinate system, datum, precision, etc. for the facility map? A.9) The facility map has been completed in a GIS format using an operational ArcView project file. The format and scale of the facility map is unknown. The formatting of the facility map must meet ArcView standards, establish basic themes, attribute tables, and default symbology, and straight forward coordinate transformations must comply with the New Jersey Plan System NAD83. Q.10) What is the format of the asbestos sampling point data? Whichtype of database is the current asbestos survey data in? A.10) The asbestos database references each of the sampling points by either room number or physical location within each area of the building. The asbestos sample data is in a compressed disk operating system (DOS) dBase III format. Q.11) Regarding normalization of the asbestos point data, will you provide us names of the fields and descriptions of them once the contract is awarded? A.11) Three previous asbestos surveys were conducted at this facility. Two of those surveys were performed by the same contractor. Hence, the field headings in the asbestos database differ greatly. Normalization will be required to capture the essential information to determine building number, amount of asbestos-containing material (ACM), location within the building, relative risk of exposure, and present condition of the ACM. Other fields may be required to satisfy the needs of those organizations that will use the program. Q.12) How many of the 247 buildings contain asbestos? Can we get a list of all of the buildings including square footage and type of building for each? If not, are any of the buildings similar in size and floor plan? A.12) Most of the 247 buildings contain asbestos? Since the initial asbestos surveys, some of the buildings have been either renovated, asbestos removed, or the building demolished. An exact number is not available. The square footage of those buildings vary with size and multiple stories. Some of the ACM buildings include large airplane hangers, dental clinics, engineering and administrative offices, laboratories, garages, storage buildings, general warehouse, barracks, church, and a power plant. Q.13) For the buildings for which there are no AutoCAD drawings or hard copies, what level of accuracy is expected for the creation of the new ArcView drawings? Will the buildings be occupied during the field survey of the building floors? Is there any quality control verification of the current asbestos database within the buildings? Do roof plansneed to be produced? A.13) This is not required, see amendment posted to the CBD on July 3, 1997. Q.14) Will you be providing us with the photographs for the hot-links? Have the photographs been scanned? How many are there and what format are they in? Automated access asbestos O&M files -- how are they stored and what format are they in? A.14) No. Q.15) 1.1 Facility Map Preparation: Will a sample of the existing digitized facility map be made available to potential bidders? A.15) No. A sample of the digitized facility map is not necessary for bidding purposes. The data format, coordinate precision, and general appearance of the facility map will be presented when the contract is awarded to the successful bidder. Q.16) 1.2 Adapting the Sample Point Asbestos Data Base: Will a sample of the existing survey data be made available to potential bidders? Is the asbestos data digital? If so, in what format? A.16) No. The number of asbestos fields has to be normalized to depict the necessary information that will be used by the various organizations. Once the database has been normalized, attribute tables can be created for ArcInfo and ArcView . The asbestos data is currently in compressed DOS-version dBase III files. Q.17) 1.3 Adapting the Building Floor Plans: Will a sample of a hard copy map and AutoCAD drawing be made available to potential bidders? Where the Agency does not have floor plans, will it assist the successful bidder in obtaining existing floor plans from appropriate sources? A.17) No. No, it is not necessary due to the amendment. Q.18) 1.4.2 Floor Plan Functionality: The solicitation specifies that all floor plans must show external walls, internal walls, and partitions, stairs, and columns. Will the hard copy and AutoCAD floor plans provided by the Agency comply with this requirement or should the bidder include the cost of inspecting each building for compliance for such things as internal partitions moved since the original floor plan drafting? A.18) No. The offeror should consider that the AutoCAD drawings are the most accurate. Q.19) 1.4.2.9 specifies links to scanned photographs. Will the Agency be providing these photo? If so, are they digitized? If not, should the bidder include the cost of collecting photos? A.19) As stated previously, photographs are not required for inclusion into the ArcView facility map. The offeror should gather information from existing digital and hard copy building floor plans. The digital floor plan in AutoCAD must be hot-linked to the ArcView facility map footprint display and attribute tables. Q.20) 1.4.2.10 specifies automated access to asbestos operations and management manuals. Are these already in MS-Word format? If not, will the Agency provide a sample of the documents and a page count? A.20) The platform for the asbestos O&M manual is unknown and unavailable. If necessary, the offeror will be provided with a copy of the manual and any related forms. Q.21) The Solicitation mentions maximum revenues for small businesses. Is this a small business set-aside?If not, will small businesses receive any preference? A.21) This is a small business set-aside. Refer to numbered Note 1. Q.22) Is this solicitation for work that is already underway by a contractor? If so, who is the incumbent? A.22) No. There is no incumbent. See Note 1 and 26. (0193)
