DAAK60) The US Army Soldier Systems Command (SSCOM) desires to procure
and field either a cold weather canteen; and/or a cold weather canteen
and cup; and/or a cold weather canteen system in accordance with a
performance specification for use in arctic and sub-arctic
environments. The overall performance requirements for all three (3)
configurations, (cold weather canteen, canteen and cup, and canteen
system), are as follows: 1. that the Canteen material not corrode or
emit any substance not allowed by the Food and Drug Administration
during use and that it be compatible with purification
devices/chemicals (iodine and halizone); 2. that the canteen shall be
made such that the interior surfaces contain no crevices which would
allow for bacterial growth; 3. that the mouth be made of a low thermal
conductive material; 4. that the canteen be able to be heated directly
on a campfire to quickly thaw frozen contents without damage. 5. that
the canteen hold one to two quarts of liquid; 6. that the canteen be
capable of being easily opened while using cold weather mittens; 7.
that the canteen have a wide enough opening (31 to 50mm) to allow a
soldier to use his bayonet to break up initially forming ice; 8. that
the canteen and cup each be stable (capable of being set down without
spilling when uncapped); 9. that the canteen be compatible with the M1
canteen cap (Nuclear, Biological and Chemical -NBC hardened) or, that
the canteen contain fittings enabling it to be used in an NBC
environment. The following performance requirements apply to the system
configuration only; 1. the system (canteen, cup and carrier), meets the
requirement that the canteen contents not freeze when subjected to 4
hours at minus 40 degrees F, and 2. that the carrier be compatible with
other current Load Bearing Equipment (attachment points). The following
performance requirement applies to the canteen and cup and the system
configurations: That the canteen have a cup which mates with the
canteen and an insulated carrier which would carry the canteenand cup.
The Government anticipates awarding multiple Cost-Plus-Fixed Fee
contracts (up to 5) for the Phase I (CLIN 0001) effort (50 Production
Demonstrations Models (PDM). Technical Data (CLIN 0002) is required for
Phase I only. The performance period for Phase I is 90 days. Based on
the results of testing and evaluation of Phase I PDMs, the Government
will down select to one contractor for the Phase II (CLIN 0003) effort
and the configuration to be produced (10,463 units). The period of
performance of Phase II is 150 days. The requirement also contains an
option, Phase III, for an additional quantity of up to 7,000 units with
a performance period of 75 days. Phase II (CLIN 0003) Phase III (CLIN
0004) will be Firm-Fixed-Price. F.O.B. Destination for CLINs 0001 and
0002. F.O.B. Origin for CLINs 0003 and 0004. This acquisition has been
set-aside for small business. For purposes of this requirement any
concern employing 1000 or less employees is considered a small business
