commercial items prepared in accordance with the format in FAR 12.6, as
supplemented with additional information in this notice. This
announcement constitutes the only solicitation. Proposals in response
to this solicitation are requested and no written solicitation will be
issued. The provisions and clauses incorporated in this solicitation
are those in effect through Federal Acquisition Circular 90-46. The
Standard Industrial Classification is 3571; the Small Business Size
Standard is 1,000 employees. The U.S. Coast Guard Maintenance and
Logistics Command Pacific (MLCPAC) intends to contract with TANO
Automation, Inc.(TANO) of New Orleans, LA to acquire components for a
computerized Machinery Control and Monitoring (MCAM) system
manufactured by TANO and installed on each of two USCG POLAR class
icebreakers. The following components will be acquired: P/N
68500A1010-101, CPU PCB (comm), 3 ea.; P/N 68000A1040-101, LAN PCB, 3
ea.; P/N 68000A1060-101, TDAC Controller, 1 ea.; P/N 68500A1030-101,
Serial I/O PCB (comm), 2 ea.; P/N 68500A1020-101, RAM PCB, 6 ea.; P/N
68500A1050-101, Graphics Controller (comm), 2 ea.; P/N 4910A7610-2301,
Micro-Controller PCB, 1 ea. TANO designed and holds all rights to the
listed components. Manufacturer's drawings, schematics, or
specifications are not available through the Coast Guard and cannot be
furnished with this solicitation. The following FAR Clauses apply:

98134-1192, ATTN: LCDR Dave Hoard. Offers are due on 06 AUG 1997 at
2:00PM Pacific Daylight Time and shall to be sent to Commander,
Maintenance and Logistics Command Pacific, BLDG 50-7 Coast Guard
Island, Alameda, CA 94501-5100, ATTN: Sharon Hunter, Contracting
Officer. Offerors other than TANO Automation should include with their
proposal complete technical information concerning the components to
be supplied, including manufacturing drawings, schematics,
specifications and quality assurance and testing procedures. NOTICE TO
OFFERORS: It is the policy of the United States Coast Guard to issue
solicitations and make contract awards in a fair and timely manner. To
further this policy, the Commandant has created the position of
Solicitation Ombudsman who is empowered to investigate issues raised by
prospective offerors and resolve them, where possible, without
expensive and time-consuming litigation. Potential offerors who believe
that a Coast Guard solicitation is unfair or otherwise defective should
first direct their concerns to the cognizant contracting officer. If
the contracting officer is unable to satisfy the concerns, the offeror
should then contact the Coast Guard Solicitation Ombudsman at the

Additional Notice for Minority, Woman Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization (OSDBU) has programs to assist
minority, woman-owned and disadvantaged enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
