353-6400 Ext. 1701. DESCRIPTION: The Chicago Lock is located in
downtown Chicago on the shore of Lake Michigan. The area where the work
is to be done will be maintained in a dewatered condition by the
Government. Mill two horizontal steel tracks that are each 90'long arc
by 19" wide approximately 1/2 inch to a smooth level surface. The two
tracks are cast steel segments that have been worn over time from the
opening and closing of the Chicago lock sector gates. The tracks are
embedded in the concrete floor of the Chicago lock west gate bay. The
milling is to be done in-place on the tracks and the milled surface is
to be leveled at El.24.565' plus or minus 0.02 inches in the cross
direction and plus or minus 0.12 inches in the longitudinal direction.
Any technically acceptable method to remove the top portions of the
tracks can be proposed. However, methods that smooth the tracks by
adding metal to them such as welding and those that impose excessive
heat to the metal track will not be considered. Proposals will be
evaluated for pass/fail technical acceptability bidder. CRITERIA FOR
AWARD: a) The following factors shall be used in the evaluation of the
technical proposal received in response to this solicitation: (1)
Method, (2) Equipment, (3) Company Experience, (4) Personal
Experience/Training, (5) Schedule. b) All factors are considered to be
of equal importance and will be rated as pass/fail. If any factor
falls below the minimum level of acceptability, as determined by the
Government, the entire offer will be considered technically
nonresponsive and will not be considered for award, unless negotiated
to an acceptable level, if negotiations are conducted. c) The contract
will be awarded to the lowest priced bidder which satisfies all
factors. Award may be made without discussions. To arrange a site
