DIEGO GARCIA The U. S. Navy will host an Industry Forum at the
Residence Inn by Mariott, Oxnard, California on 12 August 97 to present
information related to its energy/water project for the Navy Support
Facility, Diego Garcia, hereinafter referred to as NSF-DG. This
facility is on the island of Diego Garcia which is in the Chagos
Archipelago located approximately 1200 miles south-southwest of the
southern tip of India. The archipelago is under the control of the
government of the United Kingdom, which allows the U. S. Navy to
operate a facility there under a long-term, bilateral agreement. The
Navy envisions a public-private venture (PPV) agreement as the legal
vehicle for securing the necessary services. There will be no funding
provided by the Navy for construction or operation of any facilities to
meet the continuing needs of NSF-DG for water or power. Terms and
conditions of the agreement are subject to negotiation. The selection
process and resulting agreement will be in accordancewith sound
business practices. The Navy intends to enter into an agreement with
the offeror whose proposal presents the greatest probability of success
while providing reasonable benefits to the Navy. Anyone interested in
the project is urged to attend the Industry Forum. A pre-qualification
package will be distributed to all participants at the forum. Only
those meeting the criteria set forth in that package regarding
technical capability, financial capability, and track record will be
invited to submit proposals. If you wish to attend the forum, please
