for Commercial Items prepared in accordance with the format in FAR
subpart 12.6 as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation.
Proposals are being requested and a written solicitation will not be
issued. This solicitation is issued as a Request For Quotations (RFQ).
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-46. The
solicitation is set-a-side for small businesses. The applicable
Standard Industrial Classification (SIC) code is 7382, and related
small business size standard is $9.0 Million. DESCRIPTION: The
contractor shall provide all additional equipment, components, parts,
labor, tools, services, transportation and other items not specifically
identified herein as government furnished that may be necessary to
upgrade the existing (black and white 1/2" CCD) Closed Circuit
Television (CCTV) security system.Upgrade is to provide video viewing
and recording of all child occupied areas in the Child Development
Center (CDC)(+/- 16,000 SF) and related outside play areas. The center
is located at 2530 Funston Road, Fort Sam Houston, TX 78234-5020.
System upgrade requirements and significant factors are: The current
(government furnished) system includes 48 stationary interior 1/2" CCD
cameras. Most (at least 90%) will require the addition of controllable
pan/tilt mechanisms capable of a preset tour and auxiliary remote
(joystick) control. New control wiring may be required between the
existing cameras, and video control unit(s). At least 22 cameras and
mounts in the current system must be relocated within the same rooms
(+/- 15 feet) to provide maximum camera coverage. Contractor must patch
disturbed wall areas and refinish to match the existing adjacent areas.
Six new exterior CCTV cameras with pan and tilt mechanisms, zoom lens,
filters, and full enclosure domes or housings are required. Five
camera enclosures areto be affixed to existing utility poles no more
than 50' from the building, and one to the side of the building.
Exterior installation will require trenching, conduit, and cabling
necessary to power, communicate with and control each camera location
(see layout sheet for approximate locations). Multiplexed views of all
cameras are to be displayed on new monitors mounted below a suspended
ceiling, in a configuration no longer than 12 feet, nor lower than 2
feet from the ceiling. Monitors are to be viewable from the reception
desk and be capable of multiple camera views and control from a control
panels on the reception desk. The smallest multiplex view shall be no
less than 4" X 5". The directors office will include one additional 12"
monitor programmed to rotate between each camera view, or by
interruption and selection, a particular camera view and control from
a full function control panel. The switching/control equipment and VCRs
are to be secured in a contractor provided rack behind the counter in
the reception area. Video Cassette Recording (VCR) capability is
required for all cameras simultaneously. Recorder(s) must be able to
select and separately replay a single camera view on a monitor with all
typical VCR functions. Contractor must include in their offer system
operation manual, training of four key personnel; and a one year
service and maintenance agreement to begin upon acceptance of the full
system. Maintenance must include government furnished CCTV equipment.
Installation is desired within 30 days ARO in the CDC facility. A
building floor plan and grounds layout sheet is available upon request.
Bidder must offer on all of the following items: Item 0001 Upgrade
existing 1/2" Black and White CCD cameras to include new pan tilt and
zoom functions, Bid as price per camera upgrade, Not To Exceed (NTE) 48
each. Item 0002 Relocate existing cameras within the same room, patch
and repair surface to match adjacent area; Bid per each camera
relocation, Estimated 22 EA. Item 0003 (New) Interior video camera with
pan, tilt and zoom capability, installed (if necessary for coverage);
Bid per each new camera installed, Estimated 2 EA. Item 0004 (New)
Exterior cameras with pan, tilt, and zoom functions, and protective
domes or housings, installed on system; Bid per each new exterior
camera installed, Estimated 6 EA. Item 0005 Reception area video
display monitors and control panel, mounted, installed on system; Bid
as one job complete, 1 JB. Item 0006 Director's office display and
control panel, installed on system; Bid as one job complete, 1 JB. Item
0007 Video Cassette Recorder(s) (VCR)(s), installed on the system; Bid
as one job, 1 JB. Item 0008 System control components (including, but
not limited to, multiplexers, video signal control components,
computers, etc.) 1 Lot. Item 0009 System control and connecting wiring,
from component to component, Bid by lineal feet regardless of the
number of conductors, Estimated 20,000 FT. Item 0010 System
Maintenance, Bid by projected cost to maintain system for twelve (12)
months from acceptance, 12 MO. Award will be made in the aggregate,
however payment will be made for the quantities of items actually used
or installed. Acceptance will be determined by the COR, and will be
based upon the successful display of all cameras at one time on the
reception area and director's monitors, operation of the camera control
functions, and video recorder playback. This solicitation includes the
provisions FAR 52.212-1, Instructions to Offerors-Commercial Items;
and FAR 52.212-2 Evaluation-Commercial Items, considering price,
proposed installation schedule, past performance history, system
capacity to add cameras and new functions, and mean time between
failure. Supporting information must be provided with offer, and will
be considered in the order listed. Offeror must complete copy of the
provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror
Representations and Certifications- -Commercial Items, prior to award.
The clauses at 52.212-4 Contract Terms and Conditions-Commercial Items
apply to this RFQ and any resultant contract. The FAR clause 52.212-5
Contract Terms & Conditions Required to Implement Executive
Orders-Commercial Items, including as checked clauses: (b)(1), (b)(2),
(b)(3),(b)(6), (b)(7), (b)(8), (b)(9), (b)(13), (b)(14), (b)(15),
(b)(16), (c)(1), (c) (2), and (c)(4). And DFARS 52.212-7001, Contract
terms and Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items, including as
checked the clause 252.233-7000 Certification of Claims and requests
