D -- INFORMATION TECHNOLOGY SERVICES FOR THE US ARMY CONCEPTS ANALYSIS AGENCY SOL DASW01-97-R-0118 DUE 082597 POC Contract Specialist Leona M. Brown, (703)693-5011, Contracting Officer William P. Kelly Defense Supply Service -- Washington on behalf of the US Army Concepts Analysis Agency, intends to acquire support of the Global Deployment Analysis System (GDAS) with respect to maintenance, upgrades to maintain compatibility with advances in hardware/software environments, and implementation of new functions to meet emerging requirements for advanced mobility analysis from Noetics, Inc. An additonal requirement of all DoD models by the Deputy Under Secretary of the Army for Operations Research (DUSA(OR) before the FY 2001 conversion to object oriented High Level Architecture (HLA). Implementation of major tasks (e.g. maintenance, model refinements, increased range of study capability, and DoD requirements) will be continuous through the duration of the effort. Subtasks (e.g. linkage of pax/cargo, accounting for air crew limits) will be installed as completed modules. This is a notification of intent to procure on a sole sourc basis basis. No solicitation document exists. Requests for same will be considered non-responsive. Any firm wishing to be considered must respond within 45 days from this announcement. The firm must provide clear and convincing documentation that there solution is advantageous to the Govetnment and must be considered. All responses to this notice must be in writing (include telephone number for a point of contact) to Defense Supply Service-Washington. Please reference number DASW01-97-R-0118. Firms must respond to all requirements. No telephonic or facsimile inquiries will be accepted or considered. Requests for additional information will be considered non-responsive. In no affirmative written response is received to the effect that a comparable source is available, the services will be acquired from Noetics, Inc. If a response is received that meets the Government's requirements, and analysis of both technical and pricing documentation indicate that a competitive acquisition would be more advantageous to the Government, then a formal solicitation may be issued.
