Department of State, Office of Foreign Buildings Operations, is seeking
a qualified architectural/engineering firm to provide a design for a
new housing compound for U.S. Government employees posted in Shanghai,
The People's Republic of China. The site consists of two (2)
contiguous properties totaling 10,597 square meters. The project will
consist of mid-rise apartment buildings, recreational facilities,
parking facilities, warehousing facilities and site improvements. The
building(s) will house the families of diplomatic staff and will also
house a small Marine detachment. The A/E or their sub-contractors shall
provide architectural, interior design, landscape, civil geotechnical,
structural, electrical, mechanical, and cost estimating design
services at a minimum. The performance period from contract execution
to design completion is expected to be nine (9) months. The resulting
contract will consist of two phases; Phase I design to 35%, and, an
option for Phase II completion of design. Each phase will be firm-fixed
price. The estimated value of construction is in excess of
$10,000,000.00. Although this is an unclassified contract and no
facility or personnel security clearances are required, all contractor
personnel performing on this contract who will be traveling to
Shanghai, China, must meet the following minimum investigative
requirements prior to deployment: Favorable National Agency Check (NAC)
and credit check; personal interview if deemed necessary by Diplomatic
Security. Access Authorization, DS Form 1897, must be issued -- no
access to classified information authorized. Each offeror must have as
a design consultant an approved local architect (Design Institute). A
list of approved local design firms is available by facsimile request
from Susan King (703) 875-6292. The local architect must be involved
during the entire design process. The local architect will ensure that
the design meets the local codes, and, zoning and planning
requirements. The local architect's approval must be on the final
design documents before a construction permit will be granted. The
principal firm may be required for a period of time to have designers
resident in the local design institute or vice versa. All drawings and
specifications are required to be in English and Chinese. Firms
responding to this announcement on or before the closing date will be
considered for selection using the following evaluation criteria -- 100
points maximum: (a) Professional qualifications, specialized
experience, and technical competence in the design of similar
international projects involving multiple contractor and sub-contractor
disciplines. -- 35 pts. max.; (b) Demonstrated design excellence in
residential projects of a similar type. -- 30 pts. max.; (c) Previous
record of performing contracts with Government agencies and private
industry on schedule; coordinating multi-disciplinary design efforts;
and providing effective cost and quality control. Briefly describe
management plan, quality assurance plan, and coordination, schedule and
cost control procedures. Indicate effectiveness of cost control of
representative projects by listing the construction budgets,
construction contract award amounts, and construction change order
rates in tabular form, for five recent projects. -- 30 pts. maxi (d)
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design --
5 pts. max. The statements must address each of the evaluation factors
under separate headings. A/E firms which meet the requirements of this
solicitation are invited to submit two (2) copies of Standard Form
254, Architect/Engineer and Related Services Questionnaire (Rev. Nov.
1992) and two (2) copies of Standard Form 255, Architect/Engineer and
Related Services for Specific Projects (Rev. Nov. 1992). All submittals
