Protection Agency's Office of Mobile Sources (OMS) is seeking expert
assistance in the development of a FORTRAN module which would estimate
the effects of vehicle deterioration over time on emissions of
particulate matter from mobile sources, in a manner similar to that
employed by the California Air Resource Board's EMFAC model, which
would be used in conjunction with EPA's PART particulate model. EPA
also seeks assistance in the development of a database containing
recent particulate matter emissions testing data for light-duty
vehicles. EPA estimates that approximately 750 hours of analysis,
modeling, and database development services will be needed for this
requirement. The overall period of performance will be approximately 4
months. The PART model is managed by the OMS Assessment and Modeling
Division (AMD), located at the National Vehicle and Fuel Emissions
Laboratory in Ann Arbor, Michigan. The successful bidder on this
project will work primarily with AMD's Highway- Vehicle Emissions
Modeling Team to develop the FORTRAN "pug in" module, to document the
module through the development of a user's guide (as well as basic
documentation of methodology for review purposes), and to develop a
light-duty emissions database. Award will be based on a best value
basis, which will consider factors in addition to price. Issue date for
the solicitation document will be approximately July 23, 1997. This is
a small business set-aside. The applicable sic code is 8999. All
