Agency's Office of Mobile Sources (OMS) is seeking expert assistance in
improving the emission factors (EF) database it uses to store
information from vehicle and engine testing. It is estimated that
approximately 600 hours of analysis/programming will be needed for this
requirement. The overall period of performance will be approximately 12
months. The EF Database is managed by the OMS Assessment and Modeling
Division (AMD), located at the National Vehicle and Fuel Emissions
Laboratory in Ann Arbor, Michigan. The successful bidder on this
project will work primarily with AMD's data Acquisition and Management
Team to develop a system that is a real time data entry and error
checking system that will operate on an IBM comparable PC running under
Windows 3.1 or higher, Windows NT, or Windows 95. Award will be based
on a best value basis, which will consider factors in addition to
price. Issue date for the solicitation document will be approximately
July 23, 1997. This isa small business set-aside. The applicable sic
