Research Service, Purdue University, W. Lafayette, IN has a requirement
to purchase an image analysis software system. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This is being issued as a Request for
Quotation. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular
90-46. This solicitation is 100% small business set-aside SIC #3823,
500. CLIN 0001 Micro Bright Field, Inc. neurolucida NL-10 or equal, 1
each. CLIN 0002 Micro Bright Field, Inc. High-res motorized stage MS-30

S1-10 or equal, 1 each. The primary application will be measuring
morphological characteristics of dendrites from stellate and pyramidal
cells. Also some image analysis in the hippocampus will be performed.
Interactive image analysis software must have application for neuron
tracing and anatomical mapping, trace the branching process of neurons
while measuring their length, diameter and volume. Interactive image
analysis software must create 3D serial section reconstructions in
color with dynamic rotation about any axis. Interactive image analysis
software must map, sort and count cells according to type and measure
their locations, areas and perimeters. Interactive image analysis
software must trace and measure contours and boundaries of
histologically distinct regions, data acquisition, display, and
analysis modules that allow for the examinaiton of thousands of
morphometric parameters. Interactive image analysis software must map
open and closed contours and label different types of objects with
distinctive markers in single and serial sections. Interactive image
analysis software must use optical or video image superposition for
data input, or direct tracing of imates mounted on data tablets.
Interactive image analysis software must trace neurons and do 3D serial
section reconstructions using the same software (separate programs not
required). Interactive image analysis software must align serial
sections quickly to correct for misalignments of mounted sections.
Interactive image analysis software must edit errors as they occur, or
during post-acquisition review. Interactive image analysis software
must export all analyzed data to popular database and spreadsheet
program. Both installation and operator training shall be provided by
the bidder. The bidder shall replace or repair defective equipment for
a period of at least 1 year after purchase and delivery. Delivery to
be within 30 days after receipt of order to USDA, ARS, MWA, Poultry
Bldg., Purdue University, W. Lafayette, IN 47907. The resultant
