Support for the I-95 Corridor Coalition Intelligent Transportation
Systems Technical and Administrative Support The Connecticut Department
of Transportation, on behalf of the I-95 Corridor Coalition in which it
is a member, is seeking to engage the services of a firm or team of
firms to provide various support services for the Coalition's program,
for an initial period of two years, beginning January, 1998 and which
may be extended in one year increments thereafter. The Coalition is a
partner- ship of transportation agencies in the Northeast committed to
the coordinated use of Intelligent Transportation Systems (ITS) to
achieve inter-operable, compatible, seamless services for moving people
and goods in the Northeast. The selected firm or team will report to
the Executive Director, Steering Committee and Executive Board
leadership of the Coalition. All services provided are expected to be
proactive in nature, bringing ideas and issues forward and developing
options for the Coalition's program activities. The services expected
of the firm(s) will include: program management and decision support
for all the Coalition's program and activities, including financial
analysis and record-keeping, organizational analysis, business and
strategic planning, development of agendas for executives, issue paper
development, and evaluation of programs or projects; technical
services including the development of concept papers, functional
requirements, and Requests for Proposals; monitoring/managing and
evaluating operational tests; assessing technical issues at a national
level as needed; and recommending technical options on ITS issues
affecting the corridor; support of the Coalition's Information Exchange
Network, including software updates and support, data interface
development, and technical assistance/ training to agencies; outreach
and education services about the Coalition and Intelligent
Transportation Systems, including producing newsletters, writing
messages and themes, drafting testimony for Executive members,
producing brochures, supporting a web page, developing and supporting
communication strategies, and tracking legislative initiatives
affecting ITS; and, logistical support for meetings of all committees
of the Coalition, including membership databases, mailings, minutes,
locations, announcements, clearinghouse activities and all arrangements
for various sizes and types of meetings. Certain core support services
will be contracted to be provided on an ongoing basis. In addition,
especially within the technical area, certain tasks will be scoped as
needs arise, and authorized for work on an on-call basis. The
successful team will be expected to draw upon the widest array of
expertise in the ITS field including, for example, knowledge and
experience about public/ private partnerships, innovative financing,
electronic toll collection/traffic management, intermodal applications,
incident management, resource sharing, telecommunications, system
integration, commercial vehicle operations, traveler information and
institutional issues. Firms wishing to be considered for this
assignment are requested to submit a letter of interest. Included in
the letter of interest must be a narrative description of the firms who
comprise the proposal team, along with a summary of their
qualifications, disciplines, experience, and expertise in the service
areas delineated above. A full-time project manager must be designated,
with detail on his/her background for this work. Also required is a
description of the management structure which will be used by the team
and project manager to insure quality of effort and responsiveness to
the client. The relationship to any "parent" firm or subsidiary firm,
with any of the parties concerned, must be clearly defined. Eight (8)
copies of this submittal must be included, and the length is
restricted to 20 pages. A short list may then be developed for detailed
interviews. The selected firm will be required to immediately take the
necessary action to obtain a Department approved audit and affirmative
action plan and current corporate registration with the Secretary of
State. Proof of Professional Liability Insurance coverage must be
submitted on Form CON-32 prior to the start of the negotiation process.
There will be a Disadvantaged Business Enterprise (DBE) requirement for
this project. DBE firms included as part of the team must be currently
certified (or able to be certified by time of award) in any of the
twelve Coalition member states, but will not be eligible if decertified
previously in any Coalition state. Circumstances may require the
rescheduling or cancellation of projects and, should this action be
necessary, the Department will be under no obligation to provide
supplementary work for this firm. All letters of interest must be
postmarked by (if mailed) or arrive (if hand delivered) no later than
4:00 P.M. on September 3, 1997. Responses hand carried or postmarked
