In the context of the United States Government support to the Republic of Mozambique, the United States Agency for International Development is financing a Host Country Contract that will be executed by the National Directorate for Roads and Bridges (DNEP) for the construction of 242kms of primary road from Gorongoza to Caia. The work will consist of the rehabilitation and construction of a surfaced road, minor and major drainage structures and road signs and markings. The mobilization of the Contractor is planned to start in December 1997, with work planned to start in March, 1998. A Prequalification Questionnaire will be issued no earlier than ten (10) days from the date of publication of this notice. The deadline for receipt of Prequalification Questionnaires is August 15, 1997. Any Prequalification Questionnaire received after this date will not be considered. In order to obtain the Prequalification Questionnaire, all interested companies must pay a fee of $50 (Fifty Dollars). This fee is payable to National Directorate of Roads and Bridges (DNEP), P.O. Box 403, Av. De Mocambique No. 1125, Maputo, Mozambique. The preferred method of distribution of USAID procurement information is via the Internet or by request of a Prequalification Questionnaire on a 3.5" floppy disk (WordPerfect 5.1/5.2 format). This CBD notice can be viewed and downloaded using the Agency Web Site. The Prequalification Questionnaire, once issued, can be downloaded from the Agency web site. The Worldwide Web address is http://www.info.usaid.gov. Select Business and Procurement Opportunities from the home page, then "USAID Procurements." The Prequalification Questionnaire can also be downloaded via Anonymous File Transfer Protocol (FTP). The FTP address is FTP.INFO.USAID.GOV. Log on using the user identification of "anonymous" and the password is your e-mail address. Look under the following directory for the Prequalification Questionnaire: RFA: pub/OP/RFA/656-0232-97-01/656-0232-97-01.rfa. Receipt of this Prequalification Questionnaire through INTERNET must be confirmed by written notification to the contact person noted above. It is the responsibility of the recipient of this solicitation document to ensure that it has been received from INTERNET in its entirety and USAID bears no responsibility for data errors resulting from transmission or conversion processes. The completed Prequalification Questionnaire, if received by electronic means must be accompanied by a $50 (Fifty Dollar) fee in the form of an international money order or international sight draft payable to the National Directorate for Roads and Bridges. Interested offerors may also request a copy of the Prequalification Questionnaire by submitting a written request along with three (3) self-addressed, self-sticking mailing labels or by Fax to the number mentioned above. Telephone requests will not be honored and Walk-In requests only if accompanied by a written request. All interested parties should note that postal communications with the Republic of Mozambique are not assured. The recommended means of transmittal is by a courier service, such as DHL, however, neither USAID nor the Republic of Mozambique will be responsible for the delayed arrival of questionnaires due to the postal system or use of a courier service.
