Z -- INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) CONSTRUCTION CONTRACTS FOR NEW CONSTRUCTION, RENOVATION, ALTERATIONS & REPAIRS AT VARIOUS LOCATIONS IN AZ, NM, IMPERIAL, RIVERSIDE, AND SAN BERNARDINO IN SOUTHERN CA SOL N68711-97-R-8804 DUE 081897 POC Vickie Ball, Contract Specialist (619) 532-3083, Plan Issue, (619) 532-2084 This procurement consist of one solicitation with the intent to award three Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contracts to the responsible proposers whose proposals, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the Best Value, Cost or Price and other factors considered. The Government reserves the right to award only one contract covering the project identified in the RFP if funds are not available for the minimum guarantee for three awards. The Government further reserves the right to award the remaining two contracts within the acceptance period upon the availability of funds for the minimum guarantee. The work is for new construction, renovation, alterations, improvement, repairs, minor construction and minor architectural/engineering including design-build for various facilities including site, utility, street and sidewalk work, and other associated work, minor buildings, and construction necessary to provide a fully functional facility at various locations in the state of Arizona, New Mexico, and in Imperial, Riverside, and San Bernardino Counties in Southern California. The exact location of each task order will be indicated by the Contracting Officer. Projects assigned to these IDIQ contracts will use the Solution Order Concept (SOC) approach to scope and price the work. After the award of the initial contract, the three contractors, will compete for task orders based on either best value or low price technically acceptable to the Government through Government/Contractor Team cooperative scoping of the work. The work will be for new construction, renovation, alterations, and minor construction to buildings including plumbing, electrical, HVAC installation, telephones, etc., necessary to provide a complete and usable facility. It also includes site improvements such as landscaping and erosion control, street and sidewalk repairs /improvements, and repairs/improvements/ installation of utilities. The work will be as described above and in cases where design-build strategies are required, the contractor shall employ the services of an architect/engineering professional established in the coordination of multi-discipline architectural/engineering design efforts and conducting business from an established professional business office. All discipline coordination shall be accomplished by the Contractor's architect/engineering team. The government will not coordinate the work for the contractor. Each contract will be for one base year with 3 option years. The total 4 years (Base Year and three Option Years) estimated construction cost per IDIQ contract shall be $15,000,000.00. Construction schedules will be determined for each project at the issuance of each task order. The three Best Value contractors will be selected for the award of either the seed project or the award of one of the two contracts with a minimum guarantee of $50,000.00 for the base year. The first IDIQ construction contract of the three will be awarded with afirm fixed price, 100% design as the seed project. The initial award will be based on the following evaluation criteria: Factor 1 -- Price, Factor 2 Past Performance, and Factor 3 Technical with are weighed approximately equal. Within the technical factor, the following subfactors apply: SUBFACTOR 1. EXPERIENCE: a. Recent (within the last 5 years) Specialized Experience in the successful completion of the most significant design-build, renovation, alteration, repair or minor construction type projects: include any Desert design and construction experience, with a construction value in excess of $100,000. Examples cited should demonstrate a full range of general contract construction experience in the following areas: Demolition, Removal and Disposal of Asbestos and Lead Based Paint, Renovation, Alteration, Repair and Minor New Construction. Proposers should also identify their specific experience with multiple-phased and fast-tracked project execution, and shall describe Team capabilities to provide Professional Architectural and Engineering Design within Design-Build type construction approaches. In addition, proposers shall indicate similarly related experience of key subcontractors (including alternate subcontractors) and extent of prior associations with the proposer on previous contracts. b. Specific Experience and Qualifications Key Team Personnel to be assigned to Projects by the Prime (General) Contractor, Subcontractor(s), and Design-Build Architect-Engineer(s), including, but not limited to, Project Manager(s), Jobsite Superintendent(s), Quality Control Manager(s), Project Architect/Engineer(s), and others critical to successful execution of the work. Proposers shall demonstrate that Proposed Key Personnel have the capability to manage the work and to meet all of the requirements in the RFP based upon recent experience on similar projects in the Desert. Proposers shall describe specifically Key Personnel experience in the following areas: Demolition, Removal and Disposal of Asbestos and Lead Based Paint, Renovation, Alteration, Repair and Minor New Construction within both traditional Design-Bid-Build and Design-Build Methods of Project Execution. Proposers should also identify their specific Key Personnel experience with multiple-phased and fast-tracked project execution, and shall describe capabilities of Key Personnel to provide Professional Architectural and Engineering Design within Design-Build type construction projects. In addition, proposers shall indicate similarly related experience of key subcontractors (including alternate subcontractors). c. An "Experience Matrix" will be used in the evaluation of proposals relating to Experience Factors described above. SUBFACTOR 2. -- TECHNICAL APPROACH: a. Quality Control Procedures -- Proposers shall describe general Quality Control Procedures identifying how construction quality will be managed and maintained during construction, and, in cases which include Design-Build procedures, how Architectural/Engineering Design will be coordinated by a single overall Architect/Engineer coordinator within the Proposers Team organization. Quality Control Procedures under this Indefinite Delivery Indefinite Quantity Construction Contract shall include methods of managing and controlling work scope, schedule and cost during both design and construction, and, in cases involving Design-Build procedures, during design. Indicate Key Team Members who will be responsible for monitoring and managing these Quality Control Procedures. Provide an Organizational Chart and describe how the Contractor and his Key Architectural/Engineer Team Members will manage and coordinate all Architectural and Engineering Design elements of the Project into one totally coordinated design package. b. Project Specific Work Plan/Schedule -- Proposer shall describe a specific Plan of Action and Milestones for successful completion of both Site Adaptation/Design and Construction of the Indoor Small Arms Test Facility (100 Meter Test Firing Range) at Marine Corps Logistics Base, Barstow, California, Contract No. N68711-97-D-8804. Provide a construction schedule identifying execution of the project from the start of Design-Build Architectural/Engineering effort through and including completion of Construction. Schedule shall be in Critical Path format showing design sequence and graphical interrelationship between trades and between the various phases of the construction work. Design Sequence shall be included in the schedule. c. Project Specific Design Sketches -- Relative to Project No. N68711-97-D-8804, proposers shall submit as a part of their proposals, the following: (1) Sketch Site Plan ( 1" = 40'-0" ) indicating Building Orientation, Utilities Routing and Connection Points, Exterior Grading, Drainage and Pavement Concept, and Proposed Construction Contractor's Staging/Laydown Area. (2). Sketch Floor Plan ( 1/8" = 1' -- 0" ) indicating Building Layout and interior features. Show Roof Configuration and Mechanical Equipment/Penetration Condition as dotted lines on Floor Plan. Broken section along tunnel is acceptable for drawing purposes. (3).Two Sketch Elevations ( 1/8" = 1' -- 0" ). (4) Two Sketch Building Cross Sections ( 1/8" = 1' -- 0" ), one transverse and one longitudinal. (5). One Sketch Typical Wall Section ( 3/4" = 1' -- 0" ) cut through one of the "Block House" end structures. (6). One Mechanical/Electrical Schematic Sketch (1/8" = 1' -- 0" ) showing electrical/mechanical equipment and service concept. It is emphasized that freehand sketches are acceptable. Hardlined or CADD generated Drawings are not required, however, it is incumbent upon the proposers to present "Sketch" information in a clear and understandable form. SUBFACTOR 3 -- CAPACITY TO ACCOMPLISH WORK : a. Management Plan -- (1) Provide a corporate contract management plan. The plan should reflect key management functions and managerial authority for prime and subcontractors. At a minimum, key functions of staffing, subcontracting, financing, procurement, and equipment sources should be covered. (2) Provide your management team, identifying intended roles on this particular contract with resumes for each citing specific relevant experience. b. Scenario -- Demonstrate a commitment to participate in this solicitation by showing an ability to respond to diversified and multiple task orders using the following scenario: You have six task orders (two at under $500,000, three at $1,000,000 and one at $2,000,000) with at least one task order in each of the following states: Arizona, New Mexico, and California. (1) Describe your on-site project team for each task order (type of personnel). Describe, in detail, responsibilities and authority of the on-site manager. Include a narrative that defines the roles and responsibilities of the on-site team for cost estimating, proposal preparation and change order negotiations. (2) Provide an organizational chart showing the interrelationship of the management team and on-site project team(s). Discuss the seamless organizational structure which will ensure adequate management of numerous task orders simultaneously. (3) Describe your purchasing system (ability to acquire best price, and timely delivery of materials) and access to a stable labor force. Demonstrate how one architect/engineer on the team will have prime responsibility for total coordination of all disciplines when design build effort is involved. c. Bonding -- Provide verification of bonding capacity, including current available bonding as well as single project limit. This information shall include the surety's name, address, point of contact and telephone number. FACTOR 4 -- SUBCONTRACTING EFFORT: It is the policy of the United States to provide maximum practicable opportunity to small and small disadvantaged businesses, historically black colleges and universities, or minority institutions to participate in performing Federal contract work at all levels. Proposers are required to demonstrate the extent your firm identified and committed to small and to small disadvantaged businesses, historically black colleges and universities, or minority institutions in performing prior contracts (federal and non-federal), whether as a joint venture, teaming arrangement, or subcontractor. The following categories will be considered in evaluating this factor: a. Past Performance: Prior performance in complying with requirements of the FAR Clause 52.219-9, "Small business and small disadvantaged business subcontracting plan requirements." 1. Proposing firms classified as Large Business are required to submit a recent SF295, "Summary Subcontract Report" 2. Small and Small Disadvantaged Business proposers that have no subcontract reporting requirements shall submit a narrative statement providing information on its past utilization of small businesses and small disadvantaged businesses as subcontractors. Subcontracting percentage values: The following percentages (the percentage as compared to the total cost of the acquisition) are applicable to the contract cited above or to the contract awarded under the solicitation cited. a. Large Business Concerns (LB): The percentage value intended to be subcontracted to large businesses is _% of the total value of this contract. b. Small Business (SB) Concerns: The percentage value intended to be subcontracted to small businesses is _% of the total value of this contract. c. Women Owned Small Businesses (WOSB) concerns: The percentage value intended to be subcontracted to women owned small businesses is _% of the total value of this contract. d. Small Disadvantaged Business (SDB) concerns: The percentage value intended to be subcontracted to small disadvantaged businesses is _% of the total value of this contract. c. Services and/or products to be subcontracted to various businesses. The following principal products and/or services will be subcontracted under this contract: a. Products/services planned to be subcontracted to Large Business concerns. b. Products/services planned to be subcontracted to Small Business concerns. c. Products/services planned to be subcontracted to Woman-Owned Small Business concerns. d. Products/services planned to be subcontracted to Small Disadvantaged Businesses concerns. It will be based on pricing full plans and specifications for N68711-97-D-8804, SITE ADAPT -- SMALL ARMS TEST RANGE FACILITY AT MCLB BARSTOW, CALIFORNIA. The estimated construction cost for this initial project, which consist of complete design and engineering services based on site specific criteria and guide specifications and drawings for a similar facility and the construction of a new, complete functioning facility including sitework, utilities, building construction, mechanical and electrical systems is between $100,000 to $500,000. The minimum guarantee of $50,000 for the base year will be met for the first of the three IDIQ contracts when this proposed project is awarded. The second contract N68711-97-D-8805 and third contract N68711-97-D-8806 will be awarded at the same time with a minimum guarantee of $50,000 for the base year and selection based on the same criteria as the first selection. All three contractors will compete on subsequent Task Orders. The subsequent projects may be performance oriented tasks requiring minimal design, may occasionally be complex construction, or require design development for design-build construction. They will be scoped by the Government/Contractor team and may not have traditional plans and specifications but may include sketches, and requests for catalog cuts or other submittals. The salient requirements of the Task Order will be scoped by the Government/Contractor team in order to develop a mutually agreed upon Statement of Work. Award factors will vary depending on the unique requirements of each Task Order, however pricing will weigh heavily. The awarded Task Order will be a performance scoped, firm fixed price task with a specific completion date. Should the second or third IDIQ contractor be unable to competitively secure a Task Order to meet the minimum guarantee, award factors may be modified in order to ensure each participating contractor is awarded Task Orders meeting the minimum guarantee. All three Contractors will be required to participate in all SOC walk throughs and submit proposals. Failure to participate responsibly in walk throughs and submit proposals on Task Orders may result in the Government not exercising the option to extend the contract for an additional year. Only three selected Contractors will be permitted to propose on the Task Orders. Proposals from other contractors will not be accepted. A minimum of two proposals will satisfy the competitive requirements of SOC and preclude the necessity of soliciting for a replacement Contractor if for any reason one of the contracts is terminated or one of the proposers is not able to participate in the process. Failure to participate responsibly in the task order process may result in forfeiture of the minimum guarantee amount. THIS SOLICITATION IS HEREBY BEING ISSUED ON AN "UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION. The Standard Industrial Code 1542 and the annual size standard is $17 million. It is recommended the subcontracting goals reflect a minimum goal of 5% for Small Disadvantaged Business Subcontracting Effort. A preproposal conference is scheduled for 29 July 1997 at 9:00 am, 1220 Pacific Highway, Building 127 "Blue Room" San Diego, CA. RFP will be available on or about 18 July 1997.
