The Iowa Army National Guard wishes to procure services to refurbish approximately 100 flatbed trailers, models M872, M872A1, M872A2, and M872A3. The solicitation will include options for additional trailers. Work includes, but is not limited to, demolition of existing wood and fasteners and replacement of the wood and fasteners. The wood shall be a hard wood or an alternative acceptable to the Iowa National Guard. The contractor is to provide all materials, tools and labor for the refurbishment. All work shall be performed at the contractor's facility. The contractor is also required to provide transportation of the trailers to and from the National Guard Armory located in Mason City, Iowa and the contractor's facilities. The RFP packet will be issued under the solicitation number DAHA13-97-R-0002. The estimated completion time will be 180 days. This solicitation is to be considered a Best Value-Commercial Service procurement. The following are the significant selection factors and their relative order of importance to the government: Type of materials, Quality Control Plan, Past Performance, Price, Procedures for Installation, Completion Schedule, and Facilities. All responsible sources may submit a proposal. Interested small businesses should as early as possible, but not later than 15 calendar days after publication of this notice, indicate their interest in bidding as a prime contractor for this project. Small businesses should also provide evidence of their capability to perform this type of work including references for similar work with contract numbers, points of contact and telephone numbers. The contracting officer will utilize the information received to determine if this solicitation should be set-aside for Small Business or "Unrestricted" without further notice. Therefore, replies to this notice are requested from all interested business concerns as well as from small business concerns.
