(Site Code DAMD17) 17. The U. S. Army Medical Research Acquisition
Activity intends to acquire operation and maintenance (O&M) services on
the government owned Johnson Controls METASYS/JC85/40 Building
Automation System (BAS) at the U.S. Army, Medical Research Institute of
Infectious Diseases (USAMRIID) Ft Detrick, MD. Contract performance
period shall be from 1 Oct 97 -- 30 Sept 98 with 4 twelve month option
periods. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. This is a request for
proposal (RFP) and the solicitation document and incorporated
provisions and clauses are thos in effect through Federal Acquisiton
Circular 90-45. The Johnson Controls METASYS/JC85/40 BAS monitors and
controls the bldg ventilation systems andsupport equipment, including
fire alarm systems in bldgs 1412, 1414 and 1425 and monitors mobile and
walk-in refrigerated equipment in bldg 1301 as well as walk-in
refrigerated equipment at bldg 1259. Bldg 1412 is a 3-story concrete
and block structure with approximately 70,000 square feet of floor
space. Bldg 1425 is a 2-story concrete and brick structure with
approximately 244,000 square feet of floor space. USAMRIID also
occupies approximately 25%, or approximately 6200 square feet of
laboratory and office floor space in bldg 1301. The floor space in
bldgs 1412 and 1425 is approximately 65% laboratory and 35%
administrative and mechanical support. Bldg 1425 consists of
approximately 30 research suites, ranging in levels of containment from
BioSafety Level 2 through BioSafety Level 4. Bldgs 1412 and 1425 employ
circulated chilled water type systems from centrifugal chillers, for
space cooling. Bldg 1412 has three chillers and Bldg 1425 has three
chillers. The Heating, Ventilation and Air Conditioning (HVAC) systems
for the research laboratories employ 100% outside air. Exhaust air
from containment suites is ventilated through High Efficiency
Particulate Air (HEPA) filter systems. The heating systems in bldgs
1412, 1425 and 1301 are supplied with l0-15 lbs. of steam from the Fort
Detrick central boiler plant. Bldg 1412 has eight (8) HVAC air handling
systems and bldg 1425 has forty four (44) HVAC air handling systems. In
bldg 1425 there are 2 main air compressors that supply plant air, mask
air and Automatic Temperature Control (ATC) air. There are also 2
backup plant air compressors, 3 backup ATC compressors, and an
emergency bottle air backup system for mask air. Bldg 1412 has 2 main
air compressors that supply plant air, mask air and ATC air, 2 backup
air compressors, one ATC compressor and a bottle air backup for mask
air. There are 6 vacuum pumps in bldg 1425 and 3 vacuum pumps in bldg
1412 that supply vacuum air service to the laboratories. The electrical
service for bldg 1425 is furnished from two dedicated 4160 volt
3-phase, 4-wire feeders from two separate substations; a 5 kV square
"D" gear feeds a line of six FPE5KV circuit breaker distribution units.
Two 800KW, 277/480 volt, 3-phase, 4-wire, standby emergency generators
connected in parallel are used as backup for critical equipment. The
electrical service for bldg 1412 is fed from a dedicated 4160 volt,
3-phase, 4-wire feeders from substation #2. One 400KW, 277/480 volt,
3-phase, 4-wire emergency generator is used as backup for critical
equipment. The primary function of the BAS system is to monitor and
provide limited control of the systems and equipment critical to
operations and research projects in the Institute. Inability to respond
quickly and to take appropriate corrective measures when malfunctions
are indicated could result in loss of valuable research materials and
jeopardize the Institute's mission and the safety of personnel. Scope
of Work- Independently and not as an agent of the Government, the
contractor shall perform the following: 1. Systems Operations and
Equipment/Repair Maintenance: The contractor shall furnish all labor,
travel (portal to portal), equipment, materials, parts, and expendable
supplies necessary for the operation, maintenance and emergency
service of the BAS system. Systems shall be operational 24 hours per
day, 7 days per week, 365 days per year (366 days per year on leap
years) with no holiday exclusions. The contractor shall respond to
emergency service repair calls which affect the integrity of the BAS,
within four hours and complete emergency repairs within 24 hours.
Normal repairs are to be accomplished within 72 hours. All replacement
parts, equipment and software shall be Original Equipment Manufacturer
(OEM) approved spare part or equivalent. All replacement parts other
than OEM, will be approved by the Contracting Officer Representative
(COR), prior to repairs. If the BAS should be shut down for any reason,
other than natural disasters, the contractor is required to return the
system to normal operation within 24 hours from notification of the
problem. Non-compliance with this requirement will result in a
deduction of 1% of the monthly invoice amount for every hour beyond the
required 24 hours. The contractor shall maintain a log (reference
attachment) of any abnormal conditions experienced during a shift,
included in this entry will be any remarks stating the status of the
equipment as observed during an inspection tour. Upon notification of
an alarm, the Surveillance Technician (ST) will respond immediately to
the alarmed areas,(that are accessible to ST), of bldgs 1412 and 1425
to determine the extent of the problem and correct problems that are
within the scope of work. Equipment alarms will be investigated and the
proper individuals will be notified from an emergency call list
provided by the Government . By 0800 of each normal work day, the
contractor surveillance logs from the previous shifts shall be
submitted to the COR for his review. A tour of bldgs 1412 and 1425 will
be conducted every hour during non-duty hours (1630-0745 on normal duty
days and 24 hours per day on federal holidays and weekends, alternating
tours between the two bldgs. The contractor will be required to enter
software changes into the BAS computer system and institute data base
and historical data saves. The contractor shall make software
modifications to HVAC PRO, Johnson Controls BASIC, VISUAL BASIC, CUSTOM
APPLICATION ONE (CAL1) and GRAPHIC PROGRAMMING LANGUAGE (GPL) software.
The contractor shall ensure data base management by implementing
procedures for backup maintenance and to incorporate a plan for data
loss restoration for the entire software system. Every two weeks,
perform Network Control Module (NCM) uploads to ensure restoration
capability in case of a power failure or system crash. Each time new
information is added to or data changed on any control or monitoring
point, perform a NCM upload to ensure recovery capability in case of
system failure or crash. Other Duties and Responsibilities: The
contractor shall have the primary responsibility of answering and
relaying telephone messages and operating the suite emergency call box,
pager and two-way radio systems, relevant to operations of the
Facilities Management Branch, during non-duty hours. Interested
offerors planning to attend the site visit (stated below) will receive
attachments to this solicitation. Those contractors who can't attend
may call the Point of Contact, shown below for copies of the
attachments. The contractor shall follow all procedures and policies
IAW USAMRIID, which include but not limited to: fire department
procedures, normal operating procedures, and special operations and
unsual circumstances procedures, as directed in the attachments.
Installation/Removal Of Monitoring Points: Upon notification by the
Contracting Officer, the contractor may be required to install
additional monitoring points (this may also include removal of existing
points). Upon receipt of a modification to the contract, the contractor
will provide all labor, materials and equipment necessary to install or
remove any new/old monitoring points. Contract Line Items (CLINs): 0001
O&M of Johnson Control METASYS system; Quantity and Unit (Q&U): 12
months; 0002 Installation/Removal of Monitoring Points, Q&U: 12 months;
0003 Parts and Material for Installation of New Monitoring Points, Q&U
estimated not to exceed (NTE) $5,000.00; This solicitation is not
set-aside for small businesses. FAR 52.212-1, Instructions to
Offerors-Commerical Items (OCT 1995) is hereby incorporated by
reference. 52.212-2 Evaluation-Commercial Items: The Government will
award a contract resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous, representing the best value to the Government price and
other factors considered. The following factors shall be used to
evaluate offers: Evaluation will be based on (1) Technical capability
of the services offered to meet the Government requirement (2) Past
Performance, and (3) Price. Factors are listed in their relative order
of importance. Each offeror must (1) submit an offer, (2) submit an
oral presentation package providing written information that pertains
to their capability to perform the required services and proof of
training completed by personnel which demonstrates knowledge of the O&M
for the Johnson Controls METASYS/JC85/40 BAS (to include any product
literature), and (3) make an oral presentation to demonstrate
understanding of the Government's requirements. The oral presentation
packages are due on the established receipt date of proposals. Oral
presentations shall not last longer than 2 hours and gov't personnel
shall have an opportunity to ask questions relating to the
presentations. Oral presentations will be scheduled by the Contracting
Officer. The offeror shall identify two Federal, state, local
government or private contracts for which the offeror has performed
work similar to the SOW in this solicitation. Include contracts within
the last two years, including POCs and telephone #s. This list is
dueon the established receipt date of proposals. A pre-proposal
conference, including site visit, is scheduled for 15 July 1997 at 0900
E.S.T. Questions are due on 8 July 1997 see POC below. Offerors are
reminded to include a completed copy of the provision at 52.212-3
