Request for Quotation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This synopsis/Request for
Quotation is issued as a Request for Quotation which incorporates
provisions and clauses in effect through Federal Acquisition Circular
90-42. This announcement constitutes the only Request for Quotation; a
written request for quotation will not be issued. This procurement is
under a 100 percent small business set aside. The Standard Industrial
Classification code for the services required is 7372. REQUIREMENTS:
The U.S. Nuclear Regulatory Commission (NRC) has a sole source
requirement for the following software and support agreement: MONK and
MCBEND. Quantity: one (1) of MONK and one (1) of MCBEND The period of
performance will be for one (1) year with a one (1) year renewable
option period. The Government intends to negotiate solely with AEA
Technology Engineering Services, 241 Curry Hollow Road, Pittsburgh, PA
15236, for a firm fixed price purchase order for continuance of the
MONK and MCBEND software and support. MONK and MCBEND codes are
specifically designed for the analysis of criticality safety and
shielding problems. The codes are documented, supported and tested and
feature user interfaces that enable rapid development and checking of
input models. Also, the codes provide unique output features that
facilitate comparison of the computed neutronics and radiation physics
characteristics of the systems in question to those of the
experimental benchmarks used in validating the codes, modeling methods,
and data libraries. AEA Technology Engineering Services provides
compiled executables of the latest released versions of the MONK and
MCBEND codes and all associated nuclear data libraries and auxiliary
codes, including VISAGE and VISTA. The VISTA auxiliary code package
will include Vista-Wire, Vista-Ray, the latest developmental version of
Vista- Graph, and upon optional request by the NRC, Vista-Track USER
SUPPORT: AEA Technology will provide the individual users with on-call
user support by telephone, fax, and e-mail. Such support will be
provided throughout the period of the agreement and will entail
assistance in resolving questions or difficulties as they arise in any
phase of configuring and using the codes, including input preparation
and debugging, code execution, output processing and analysis of
results. Analysis support will include any needed assistance in the
plotting of quasi-pointwise cross section library data and in the
scoring an spectral plotting of energy-binned local particle fluxes and
reaction rates computed by MONK and MCBEND. All questions from NRC
users shall be answered within two working days. Interested parties
should submit written technical documentation demonstrating their
ability to provide the software and user support specified to the NRC
and a cost proposal. The following clauses are applicable to this
acquisition: FAR 52.212-4 Contract Terms and Conditions- Commercial
Items applies to this acquisition. FAR 52.212-5 Contract Terms and
Conditions Required to Implement Statutes for Executive
Orders-Commercial Items, applies to this acquisition with the following
addition clauses: 52.222-26 Equal Opportunity; 52.222-35 Affirmative
Action for Special Disabled and Vietnam Era Veterans; 52.222-36
Affirmative Action for Handicapped Workers; 52.222-37 Employment
Reports on Special Disabled Veterans and Veterans of the Vietnam Era.
FAR 52.219-8 Small Business Program Representation and Offerors
Representations and Certifications shall completed and submitted with
the Request for Quotation. Offers are due July 22, 1997, (faxes are
acceptable) 5:00 p.m. eastern time and should be sent to U.S. Nuclear
Regulatory Commission, ATTN: Elinor Cunningham, Procurement Specialist,
