Commission is soliciting proposals on a full and open competitive basis
from qualified organizations to award a contract for the following: The
Commission requires the design, development, and implementation of a
process which receives electronic filing submissions via
telecommunications or some other direct electronic link. The format of
the filings has been previously defined. In order to facilitate the
direct transmission of electronic filings, the successful offeror will
develop and implement a user support facility, staffed by individuals
capable of assisting committee representatives with the mechanics of
submitting electronic filings. This support is limited to the technical
aspects of preparing a filing and submitting the report successfully.
The existing configuration of hardware and software for storage and
retrieval of electronic filings is sufficient for the early stages of
the process (see appendix for description of the existing system). Over
time, however, and with increasing numbers of filers submiting
electronically, the methods for storage, retention, archiving, and
retrieval of information from these submissions must be of sufficient
size and have sufficient processing speed to accommodate the volume of
data that may be submitted, and also accomodate anticipated demand
from the public for retrieval of reports via the internet. The
successful offeror will develop a process to extract from electronic
filings information consistent with the coding and entry rules
currently used in the Disclosure Data Base and present those data to
the existing database update process. That is, the same information
currently coded and entered from paper reports must be isolated from
electronic filings and provided to the update process so that the
Disclosure Database contains complete and consistent information
(within the framework of the rules for entry of information) for all
filers regardless of the original form of the report. In addition to
the Disclosure Database, FEC disclosure efforts include a digital
imaging system containing images of all reports filed with the
Commission. Paper filings are scanned and the images indexed so that
individual reports and/or specific pages of reports can be retrieved at
imaging stations located at the FEC and remotely in the offices of the
Clerk of the House of Representatives. (The Commission is also
developing additional imaging capability in order to permit remote
retreival of images in Secretaries of State Offices and/or other state
election offices throughout the nation. Electronic filings must be
integrated into this retrieval system so that reports may be viewed in
the same manner via imaging stations whether they were filed
electronically or on paper. The solicitation will be available on or
