Delivery Contract that will provide for the capability to issue a
series of task orders not to exceed $250,000 each and the total
contract is not to exceed $500,000 in one calendar year. At the option
of the Government, this contract may be extended for two additional
one-year periods. This announcement is open to all businesses
regardless of size. 2. Project Information: Architect-Engineer services
are required to perform inspections to determine the physical condition
of selected bridges in the inventory of the New England Didtrict, Corps
of Engineers, at various locations throughout New England. The bridges
in the inventory range in complexity from steel girder/concrete deck
simple spans at Corps dams throughout New England to the Bourne and
Sagamore Bridges over the Cape Cod Canal at Bourne, Massachusetts. The
Bourne Bridge is 2,684 feet long and the Sagamore Bridge is 1,408 feet
long, both with a 135 foot vertical clearance over the canal. Use of
aerial lifts, rigging, staging, or combination thereof, will be
required to access most areas of the structures involved. In most
instances, a "Routine Inspection," as described in the American
Association of State Highway and Transportation Official's Manual for
Condition Evaluation of Bridges, will be the level of inspection
required. However, on certain structures "Initial" or "In-Depth"
inspections may be required. Underwater inspections may also be
required. Draft inspection reports generally will be required within 45
days after completion of physical inspection. 3. Selection Criteria:
See Note 24 for general Selection Criteria. Other factors which will be
considered include, in descending order of importance: a. Firms must
demonstrate that personnel to be involved in this work meet the
required qualifications set forth in the "National Bridge Inspection
Standards" as published in the Code of Federal Regulations (23 CFR Part
650) and have completed a comprehensive training course based on the
"Bridge Inspector's Training Manual 90" from the Federal Highway
Administration. In addition, firms must demonstrate that the individual
(s) who will serve as team leader)s) for field inspections are
structural engineers. b. The firm must demonstrate specialized
experience and technical competence in bridge rehabilitation work and
the preparation of load rating computations. 4. Submission
Requirements: See Note 24 for general submission requirements.
Interested firms having the capabilities to perform this work must
submit two copies of SF 255 (11/92 edition), and two copies of SF 254
(11/92 edition) for the prime firm and all consultants (note that SF
255s are not required for consultants) to the above address not later
than the close of business on the 30th day after the date of this
announcement. If the 30th day is a Saturday, Sunday, of Federal
holiday, the deadline is the close of business of the next business
day. Include ACASS number in Section 3b. Call the ACASS Center at

the firm's overall design quality management plan, including management
approach, coordination of disciplines and subcontractors, and quality
