Standards & Technology (NIST) intends to negotiate with Creatv
MicroTech, Inc., Potomac, MD, on a sole-source basis to continue
research to provide cold electron field emission simulations to
evaluate electron trajectories and pixel resolution for field emission
display technology. This effort will include five specific tasks: (A)
Simulate field emission and electron trajectories with two-dimensional
"SOURCE" Code; (B) Simulate field emission and electron trajectories
with three-dimensional "EO-3D" Code; (C) Custom design and order a
microelectronics package for testing field emission arrays up to 2
inches by 2 inches. Design and construct a socket for this
microelectronics package; (D) Prepare experimental setup including
constructing a large electrical box for the pixel selection and wiring
the large number of leads for the field emitter arrays to the power
supplies; and, (E) Programming the computer for data acquisition and
data process. Period of performance shall be from date of award through
approximately January 31, 1998. NIST intends to negotiate with Creatv
Micro Tech under the authority of FAR 6.302-1 which permits sole source
acquisition when only one responsible source will satisfy agency
requirements. The proposed contractor has been an active participant in
ongoing field emission display research under an Advanced Technology
Program (ATP) Joint Venture arrangement. Award to another source would
likely result in substantial duplication of cost to the Government
that is not expected to be recovered through competition, and may
result in unacceptable delays in fulfilling the agency's requirements.
Anticipated award date is August 1, 1997. This notice is not a request
for proposals. However, interested parties may identify their interest
and capability to satisfy the Government's requirement within 15 days
of this notice. Capability statements must include documentation of
expertise in flat panel field emission display technology and electron
beam collimation from gated field emitters with integrated lenses.
Offerors must also be familiar with two-dimensional "SOURCE" and
three-dimensional "EO-3D" Codes. Any contract awarded will include the
clause at 52.227-17, "Rights in Data -- Special Works." A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the contracting officer. A solicitation document is not available. See
