(703) 325-5028. This effort is a sole source contract to the All
Russian Scientific Research Institute of Experimental Physics (VNIIEF).
The principle objective of this effort is to preclude, minimize, or
reduce the risks of dispersal of Special Nuclear Material (SNM) arising
from weapon system exposure to abnormal environment and off-normal risk
will be quantified as part of the WSSA conducted by the contractor,
with inputs provided by the Defense Special Weapons Agency (DSWA). The
assessment will use a combination of the Russian Federation and the
U.S. methodologies, analytical tools, computer models and technical
approaches. DSWA plans to award a sole source contract to the All
Russian Scientific Research Institute of Experimental Physics. DSWA
believes that VNIIEF is the only source possessing the existing
technical expertise and the ability to complete the assessment on a
SS-25 Russian Military System. Any other firm desiring consideration
must fully identify its capability to perform this requirement. Faxed
