Energy (DOE), Office of Declassification has a need to develop, test,
support and integrate a computer software automated document
declassification system which will initially aid human reviewers in
this process, with the potential to eventually replace human reviewers.
Development of any required supporting infrastructure and ancillary
systems is included, also identification of any necessary hardware. The
system is in support of the Congressionally mandated Declassification
Productivity Initiative (DPI) and will require significant advancement
of the state-of-the-art in areas including, but not limited to, expert
systems, knowledge-base systems, document image processing,
linguistic-based systems, heuristic programs and other Artificial
Intelligence (AI) techniques in conjunction with more traditional
database, document imaging, management, editing, workflow and document
redaction systems technologies. Tasks will include technology
assessment, applied research and development, systems development and
related DPI program assistance. Commercial Off-the-Shelf (COTS)
products shall be incorporated to the maximum extent possible,
including existing DPI technologies and components. The system must be
compatible with the DOE's NN-52 existing and planned modernization
efforts, e.g. the Electronic Document Declassification System (EDDS),
the EDDS Systems Design Document will be made available to potential
offerors. The DOE plans to field the system incrementally, as
components are proven. Work will be performed principally at
Government-furnished facilities in Germantown MD. Some work may be
required outside of regular office hours and outside the Washington
D.C. metropolitan area. All classified work shall be performed at the
DOE Germantown facility. All personnel must be able to obtain a DOE "Q"
security clearance, some positions also require advanced technical
expertise, as detailed in the RFP. This contract is projected to be a
cost plus fixed fee, level of effort type and to have a two-year base
period of performance with three one-year options. The maximum annual
level of effort to be required is projected not to exceed approximately
30,000 Direct Productive Labor Hours (DPLH). The Standard Industrial
Classification (SIC) Code is 7379. The Small Business Size Standard is
$18 million. The procurement is unrestricted. The RFP (solicitation)
will be available in approximately 45 days for downloading from the
Internet at the "Current Business Opportunities at Headquarters
Procurement Services" Home Page located at INTERNET address
http://www.pr.doe.gov/solicit/html. NO PAPER COPIES OF THE RFP WILL BE
MADE AVAILABLE. Prospective offerors who do not have electronic means
for downloading the RFP shall submit a written request to the Document
Control Specialist at the address above for a 3.5" diskette copy of the
RFP. The requester must include a stamped, self-addressed diskette
mailer envelope and an MS-DOS formatted high-density 3.5" virus-free
diskette suitable for download. Potential offerorswho do not submit the
required diskette and mailer envelope will not receive a copy of the
RFP. All potential offerors interested in being notified when the
actual RFP is released should notify Patrick A. Thornton by electronic
mail at Patrick.Thornton@hq.doe.gov. Such notification must include a
point of contact name, company address, electronic mail address
(preferred) or fax number and the RFP number. Notification of RFP
posting will be issued through electronic mail or fax message only. It
is the responsibility of prospective offerors, after receipt of the
solicitation, to notify the designated DOE point of contact of their
