Crizer, Contracting Officer, (410) 786-5167 The Health Care Financing Administration (HCFA) intends to award on a sole source basis, under the Simplified Acquisition Procedures a firm fixed price award to JEN Associates, Inc. P.O. Box 390202, Cambridge, Massachusetts, for the following research and development services: HCFA is currently engaged in demonstration development activities in partnership with States seeking waivers to test innovative service delivery and financing arrangements for dually eligible beneficiaries. HCFA has agreed to share, with States, Medicare claims for linkage to Medicaid claims for the purpose of developing essential financing features of the projects that must be in place for demonstrations to become operational. There is an urgent need to make data available for analysis as soon as possible. Contractor must have direct access to State-wide Medicare/Medicaid linked databases. Contractor must have current expertise in the complexity of assessing data completness, checking data reliability, formatting and creating summary files of individual-level service use, cost and diagnosis. Contractor must have current expertise and knowledge of Medicare and Medicaid claims files compilation and content analysis to complete the required linkage tasks and technical analysis.
