76 -- FOREIGN CLEARANCE GUIDE, SPECIAL WEAPONS OVERFLIGHT GUIDE, AND ASSOCIATED PUBLICATIONS POC Contact Carol Ann Reichling, Contract Specialist, or Ken Popkin, Contracting Officer, on (301)227-1904 or FAX (301)227-4793 The National Imagery and Mapping Agency (NIMA) is seeking parties interested in responding to a future Request for proposal (RFP) for providing services necessary to compose, print, and distribute the Foreign Clearance Guide (FCG) and its associated publications and the Special Weapons Overflight Guide (SWOG) as well as maintain web site from source information provided by the Government of the United States. There are seven specific tasks necessary to produce, maintain, and distribute the FCG and SWOG: (1) Acquiring new data to be included in the FCG and SWOG and researching current and past FCG and SWOG source material and publications to determine the source and provenance of information currently in the FCG and SWOG as requested by HQ USAF and Secretary of Defense; (2) Compiling, composing, and producing camera-ready manuscripts (positives) of each page of the FCG and SWOG, excepting the cover pages, which contain all valid previous and new data; (3) Disseminating changes to the FCG and SWOG by electronic means (messages) through the Pentagon Consolidated Communications Center on a daily basis as directed by HQ USAF and maintaining Address Indicator Groups (AIGs) 4611, 4612, and 4613 which are used to disseminate message changes to the FCG; (4) Maintaining the FCG and SWOG source files (background materials upon which the contents of the FCG and SWOG are based), maintaining the FCG and SWOG history files (one copy each of all FCG and SWOG publications), and providing access, as demanded, to HQ USAF personnel who wish to review the above mentioned source and history files. Responding to questions and queries concerning the FCG and SWOG publications and, when necessary, referring callers to further sources. Mailing, on a one-time basis only, copies of FCG books for prospective users not currently on FCG distribution; (5) Maintaining the FCG web site, ensuring all changes are made daily and responding to all queries concerning the FCG and SWOG publications; (6) Printing the FCG and SWOG; and (7) Distributing the FCG and its various components and the SWOG to DOD users, Government of the United States users, and other users around the world on a monthly basis. The FCG is composed of six publications and three associated publications: The General Information Booklet, Four geographical area books: Africa and Southwest Asia, Europe (EUR), North and South America (NSA), Pacific and South Asia and Indian Ocean (PAC); Classified Supplement, The associated publications: Quarterly Check List, Foreign Clearance Change Notices (FCCN), Interim Change Notices (ICN), The SWOG: The SWOG is classified SECRET-No Foreign Dissemination (NOFORN). The Government reserves the right to make multiple awards concerning this product. All responsible sources (U.S. firms only) are invited to submit brief statements regarding their firm's capabilities and estimated costs of this task by COB 05 August 1997.
