70 -- SOFTWARE PURCHASE SOL DAAC07-97-T-0165 DUE 071797 POC Purchasing Agent Tracy Marino (916) 827-4831 (Site Code DAAC07) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a written solicitation will not be issued. This is a simplified acquisition issued as a request for quotation (RFQ), numbered DAAC0797T0165. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. All responsible business sources may submit a quote, in accordance with the requirements as stated herein, which shall be considered. The standard industrial classification (SIC) for this acquisition is 7372. The small business size standard is $18 million. REQUIREMENT: Line Item 1) Commercial off the shelf (COTS) package that has 80 to 85 percent of the requirements already built into the software. As a minimum the software must address the following features: receiving, storage, inventory, shipping, reporting, seamless file transfer to host system, serial number tracking, shelf life. Software must be written in Foxpro 2.6 or Visual Foxpro. Software must have the ability to address third party software such as: bar code equipment for label making, scanner equipment using wireless data transmission technology so that real time updates to the database are possible in the areas of (receiving, inventory, storage, shipping, pallet configuration), ADHOC report generators and pick capable. Software shall be able to: upload data to the Army Host System by using scheduled batch or on call batch operations, provide the capability of uploading ASCII data files, provide the user the ability to customize screen prompts, provide the capability to perform user defined queries on the local database and report based on user defined parameters, provide pre-defined reports, assign user rights, provide the ability to adjust records with user restricted access and operate on a PC based server running Novell or Windows NT. Upon completion of any modifications required to the COTS software, all developed documentation and source code shall become the property of Sierra Army Depot. Quoters are required to submit product literature outlining product capabilities with quote. DELIVERY: Consolidated Property Officer Building 306 South, Sierra Army Depot, Herlong, CA 96113. The requested delivery date is targeted for August 15, 1997. RFQ INSTRUCTIONS: The following provisions at FAR 52.212-1 Instructions to Offerors-Commercial (tailored) apply to the acquisition: (b) 1 through (b) 9, (b) 11, (c), (f) and (g). There are no addenda to these provisions. The provisions at FAR Part 5.212-2, Evaluation -- Commercial Items apply to this acquisition. The Government will award an order resulting from this request for quotation to the responsible offeror whose offer conforming to this request for quotation will be most advantageous to the Government, price and other factors (i.e. ability to meet delivery date) considered. A written notice of award or acceptance of anoffer, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoter's specified expiration date, the Government may accept a quote, whether or not there are negotiations after is receipt. Quoters are advised to include a copy of the provision at FAR Part 5.212-3, Offeror Representations and Certifications -- Commercial Items with their quote.
