contracts.nrl.navy.mil. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Federal
Acquisition Regulation Subpart 12.6, as supplemented with additional
information included, in this notice. This announcement constitutes the
only solicitation, proposals are being requested and a written
solicitation will not be issued. This solicitation, N00014-97-R-DB03,
is a request for proposal (RFP). The incorporated provisions and
clauses of this acquisition are those in effect for Federal Acquisition
Regulation (FAR) through Federal Acquisition Circular 90-45 and for
Defense Federal Acquisition Regulation Supplement (DFARS) through
Defense Acquisition Circular 91-11. The small business size standard
for this acquisition is 500 and the SIC code is 3827. This acquisition
is unrestricted. The Naval Research Laboratory (NRL) has a requirement
for CLIN 0001, one (1) each, an Optical Parametric Oscillator System
with a Nd/YAG pump laser described as follows: 1.0 Requirement: The
contractor shall provide a high power tunable Optical Parametric
Oscillator (OPO) system pumped by a Nd/YAG laser to perform testing of
new optical limiter materials and devices that will be used for eye
and sensor protection against lasers over a wide wavelength range. The
system must meet or exceed the following specifications: 2.0
Specifications, 2.1 Specifications for the complete OPO system: Pulse
repetition rate: Continuously adjustable between 0.1 and 100 Hz.,Output
Energy at a 50 Hz pulse rate: Wavelength Range Energy/pulse 450 nm --
1800 nm > 2 mJ; 450 nm -- 900 nm. > 20 mJ; 590 nm > 30 mJ.
Output Energy Control: The energy must be adjustable between 0.5% and
100% of the specified maximum with no measurable change in the spatial
profile, temporal profile or focusability. Temporal profile : Smooth
with a FWHM between 3 and 10 nsec. Line width: <100 cm-1 (FWHM)
between 450 and 650 nm and between 750 and 1800 nm. Focusability: When
the output beam is focussed with an f/30 lens, 86% of the total output
energy must pass through an aperture 80 micrometers in diameter. This
specification must be met at all wavelengths between 450 nm and 600 nm.
Beam divergence: < 4x the diffraction limit for a gaussian beam at
all wavelengths between 450 and 650 nm and between 750 and 1200 nm .
Spatial profile: Circular with the minor axis within 0.95 of the major
axis at the exit to the laser and 2 meters away. The spatial profile
at the exit to the OPO must fit a gaussian spatial profile with a
correlation coefficient of >0. 95. Beam pointing stability: The
total beam motion must not exceed 50 microradians per hour after a two
hour warmup. Beam Pointing errors: The resultant (X and Y) beam motion
must not exceed 50 microradians as the OPO is tuned over the range from
450 to 1800 nm. Energy stability: 99% of the pulses must be within 5%
of the average over a period of 5 minutes. 2.2 Specifications on the
Nd/YAG pump laser component. Pulse repetition rate: Continuously
adjustable between 0.1 and 100 Hz. OutputEnergy at a 100 Hz pulse rate:
Wavelength Energy/pulse 1064 nm > 400 mJ; 532 nm > 250 mJ; 355 nm
> 200 mJ. Output Energy Control: The output energy must be
continuously variable via an external control and computer interface
between 10 mJ/pulse and 100% of the specified maximum. This variation
in energy must be accomplished with less than 1% change in the spatial
profile, temporal profile and focusability of the output beam.
Temporal profile : Must be smooth with a FWHM between 3 and 10 nsec.
Line width: Must have a single longitudinal mode with a line width
<2x the transform limit. Focusability: When the output beam is
focussed with an f/30 lens, 86% of the total output energy must pass
through an aperture that is 35 micrometers in diameter. This
specification is at 532 nm. Beam divergence: less than 1.4x the
diffraction limit at 532 nm and 1064 nm. Spatial profile: The intensity
profile at the exit to the laser must be flat with <10% variation in
intensity over the near field beam diameter (1/e2). The profile must be
circular with the minor axis within 0.97 of the major axis at the exit
to the laser and 2 meters away. Beam pointing stability: The total
beam motion must not exceed 50 microradians per hour after a two hour
warmup. Energy stability: 99.9% of the pulses must be within 2% of the
average over a period of 5 minutes. There must be no pulses with more
than 105% of the average energy. This specification applies to the 532
nm and 355 nm output. Injection Seeding: The laser must have an
injection seeder to provide a single longitudinal mode. Harmonic
Generation Crystals: The laser must have temperature stabilized second
and third harmonic generators. Wavelength Separator Optics: The system
must have a wavelength separator optics to separate the fundamental,
second and third harmonic frequencies. At each output wavelength, the
total energy outside the line width of the laser must be < 0.1% of
the output energy. Power Requirements: The power supply must be a part
of the package. It must require less than than 20 amps/phase of 208 V
three phase power. Documentation: Operation and Maintenance manuals
are required. Testing: The contractor shall do the standard factory
testing to determine that the OPO assembly and the Nd/YAG component
meet these specifications. Delivery and acceptance is NRL, 4555
Overlook Ave., SW, Washington, DC, FOB Destination, 90 days after
contract award. The FAR and DFARS provisions and clauses cited herein
are incorporated by reference into this solicitation. Offerors are
advised to propose in accordance with the provision at FAR 52.212-1,
Instructions to Offerors-Commercial Items. The proposal must
demonstrate an understanding of all requirements covered in the RFP's
terms and conditions. General statements that the offeror can or will
comply with the requirements, that standard procedures will be used,
that well known techniques will be used, or paraphrases of the RFP's
Statement of Work or Specification in whole or in part will not
constitute compliance with these requirements concerning the content of
the technical proposal. Offerors will be evaluated in accordance with
FAR 52.212-2, Evaluation-Commercial Items. The specific evaluation
criteria under paragraph (a) of FAR 52.212-2 is: (1) price (2)
technical capability of the item offered to meet NRL's need (3) past
performance. Technical and past performance when combined, are of equal
importance compared to price. Offerors are advised to include with
their offer a completed copy of the following provisions: FAR 52.212-3,

Program Certificate. The following FAR clauses apply to this

52.203-10, FAR 52.219-8, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36,
FAR 52.222-37, FAR 52.225-3, FAR 52.225-18 and FAR 52.247-64. The
clauses at DFARS 252.212-7001, Contract Terms and Conditions Required
to Implement Statutes Applicable to Defense Acquisitions of Commercial
Items, applies to this acquisition. The additional clauses cited under
DFARS 252.212-7001, that are applicable to this acquisition are: DFARS
252.225-7001, DFARS 252.225-7012 and DFARS 252.233-7000. Any contract
awarded as a result of this solicitation will be a DO rated order
certified for national use under the Defense Priorities and Allocations
System (DPAS) (15 CFR 700). Any questions generated as a result of this
solicitation must be recieved no later than 5 days before the closing
