Hoffman (Contract Specialist): (513) 648-3112/Email: terri.hoffman@fernald.gov; John Hall (Engineer/Scientist): (513) 648-3116/Email: john.hall@fernald.gov The Department of Energy, Fernald Environmental Management Project, requires approximately 135 standard 105 ton (minimum) nominal capacity, steel side wall, flat bottom gondola railcars (40-70 railcars per unit train) to transport approximately 700,000 tons of low level radioactive waste (49 C.F.R. 173.403/LSA1) over a six year period to a Permitted Commercial Disposal Facility (PCDF) in support of the Waste Pit Remedial Action Project (AKA Operable Unit 1). The Request for Proposal (RFP) will contain purchase requirements. It is anticipated that a basic award will be made based upon funds availability for an initial quantity. A unilateral option to acquire the balance of the cars will also be included. All gondola cars must be delivered FOB Destination in accordance with current Association of American Railroads Interchange and Federal Railroad Administration requirements and meet the Department of Transportation definition of a strong tight package (no weep holes). The cars are required to have a protective internal coating, as specified to facilitate ease of decontamination at the completion of the project. Cars are intended to be unloaded using a rotary dump unit (without bottom dumps) and will be used with a synthetic lining. The lining is not a part of this solicitation.
