synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation N65236-97-R-0359 is being
issued as a requested for proposal (RFP) and incorporates provisions
and clauses in effect through Federal Acquisition Circular 90-46 and
Defense Acquisition Circular 91-11. The procurement is unrestricted and
is being solicited on a sole source basis. A Firm Fixed Priced type
contract is anticipated. The contract line item numbers (CLINs), item
descriptions and quantities for the subject procurement are as follows:
CLIN 0001, Airborne Transmitting System, part number FMT 439, quantity
2 Ea. The system to include the following: 1 EA "C" Band Transmitter
(Exciter), 1 EA 50 Watt "C" Band Power Amplifier, 1 EA Frequency
Selector Switch, 1 EA Antenna Interface, 1 EA Power Supply, 1 EA
Portable Enclosure, 1 EA Free Fall Chute Antenna System, 1 EA Assembly
Procedure, and 1 EA Acceptance Test Procedure. CLIN 0002, Ground
Receiving System (including antenna), part number FTM 440, quantity 1
EA. The system shall include the following: 1 EA "C" Band Receiver, 1
EA Frequency Selector Switch, 1 EA Power Supply, 1 EA Antenna
Interface, 6 Foot Segmented Antenna System Enclosure, 1 EA Assembly
Procedure, and 1 EA Acceptance Test Procedure. CLIN 0003, Contractor to
provide training for one (1) person for one (1) week (including travel
time) to instruct Navy Personnel on the setup and operation of the
deliverable equipment. The instruction will be co-incident with the
delivery of the equipment and will not include any formal training
documentation other than Microcom acceptance data generated at the time
of final acceptance testing at the Warminster, PA facility. The cost
for the Design Support Activities shall be included in the preparation
of documentation and procedures as required to facilitate top assembly
manufacture and test of the associated commercial equipment used to
make up the deliverable hardware. The Design Support documentation will
be generated in Microcom Format (Level 1). Required delivery date 90
days after date of contract. Place of delivery: Receiving Officer, NISE

20684-0010, Attn: Mr. David Monaham, Code 611DM. Inspection/acceptance:
Destination by the Receiving Activity. Prices shall be FOB Destination.

52.212-5, Paragraph (B) is tailored to incorporate the following
clauses by reference: 52.203-6 (Alternate 1), 52.203-10, 52.219-8,
52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-21. DFARS Clause
252.212-7001 is tailored to incorporate the following clauses by
reference: 252.219-7006, 252.225-7012, 252.225-7036, 252.233-7000,
252.225-7007, 252.227-7015, and 252.227-7037. The Government intends to
make a single award. Clause 52.212-2, Paragraph (A), is tailored to
include the following factor to be used in the evaluation of offer:
Award will be made to the offeror that meets the solicitation's minimum
criteria for technical acceptability at the lowest price. To be
determined technically acceptable, the offeror must furnish items as
manufactured by L3 Communication Corp., Microcom Division, Warminster,
PA. Offeror(s) are to include a complete copy of the provision at
52.212-3, Offeror Representations and Certifications -- Commercial
Items, 252.212-7000 Offeror Representations and Certifications --
Commercial Items, and 252.225-7035, Buy American Act -- North American
Free Trade Agreement Implementation Act -- Balance of Payments Program
Certificate, with the offer. The closing time and date for receipt of
offer(s) is 3:00 PM EST, 17 July 1997. Offer(s) are to be mailed to the
