The U.S. Department of Labor, Employment and Training Administration (DOL/ETA) in collaboration with the Department of Education and the National School-to-Work Office (NSTWO), is soliciting proposals for Evaluation of the School-to-Work Out-of-School Youth Demonstration. The objective of the demonstration is to encourage and promote the implementation of school-to-work systems, as described in the School-to-Work Opportunities Act (STWOA) of 1994, serving out-of-school youth. The evaluation will assess the effectiveness of the demonstration projects -- to be selected in a grant competition simultaneously with this procurement -- in implementing and adapting the principles of the STWOA to programs serving out-of-school youth and seek to determine the factors which contribute to or impede the success of such implementation. The period of performance for the prospective award will be twenty-one (21) months from contract execution. The requirement is let under 100% Small Business Set Aside. The Sic Code is 8732 and the Size Standard is $5 Million. Requests for proposals will be available upon written request only, approximately 15 days from the date of publication, on a first come, first served basis, until the supply is exhausted. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted. The fee will not exceed the actual cost of duplication of the solicitation documents. Closing date of receipt of proposals will be August 11, 1997, at 2:00 p.m. local time. Proposals must cite RFP-DAA-97-40 and must include two self addressed labels. Failure to enclose labels may cause delay in receipt of the solicitation. No collect calls will be accepted. (0182)
