SERVICES POC Robert Bencal, 215/656-6606 1. CONTRACT INFORMATION: The
U.S. Army Corps of Engineers, Philadelphia District intends to award an
Indefinite Delivery Contract for Architect-Engineer Services for the
Special Studies Program. The contract shall be for one year with an
option for an additional year. The fee for any one task order cannot
exceed $400,000 with the cumulative amount of all task orders not to
exceed $400,000 in either the base or option year. The cumulative
amount for both the base and option year shall not exceed $500,000. In
addition, the total Information Technology (IT) work allowed under
this contract including both the base and option year is $100,000,
pursuant to Delegation of Procurement Authority (DPA) CENAP-97-032.
Work under this contract will primarily be in the Delaware River Basin
and Estuary, which includes portions of the states of New York,
Pennsylvania, New Jersey, Maryland and Delaware. Work outside this area
may be required. The A/E will primarily provide assistance to the
Project Development Branch within the District by making planning and
engineering investigations, tests, analysis, reports and related
efforts pertaining to various Corps of Engineers projects and studies
with emphasis on reviewing, analyzing, evaluating, designing,
estimating and developing alternative plans of improvement for Corps
projects and studies (including but not limited to Fish & Wildlife and
beneficial use of dredged material). 2. PROJECT INFORMATION: The
contract will require specialized experience in formulating engineering
and design of environmental habitat creation and restoration associated
with water resources planning and engineering investigations. Firms
must have available professionals experienced in the following fields:
dredged material disposal, environmental testing and analysis, plan
formulation, environmental engineering, civil engineering, habitat
evaluation, and report writing. Required disciplines include: civil
engineers, CADD operators, draftsmen/illustrators, environmental
engineers, environmental scientists, GIS specialists, modelers,
estimators, technicians, report writers and word processors. The firms
shall provide demonstrated sample collection, testing and analysis
capabilities related to environmental work. The firm must also be able
to develop and/or use computer software to analyze and organize the
various data collected; this work is classified as Information
Technology (IT) resources. The firms must be qualified in the work
areas described and be familiar with Corps of Engineer's requirements
and regulations for preparation of planning reports. 3. SELECTION
CRITERIA: Significant selection evaluation criteria in relative
descending order of importance will include: (1) Specialized experience
of the firm in the primary work required and familiarity with Corps
procedures and all related regulations; (2) Professional qualifications
necessary to complete the work; (3) Capacity of the firm to accomplish
multiple projects simultaneously within required time and within cost
limitations; (4) Past performance with Department of Defense
contracts; (5) location of the firm in the general geographic area of
the District will be a secondary selection element provided a
sufficient number of qualified firms respond to this announcement; (6)
Extent of participation of SB, SDB, historically black colleges and
universities, and minority institutions in the proposed contract team,
measured as a percentage of the estimated effort. 4. SUBMISSION
REQUIREMENTS: As a requirement for negotiations, the selected
contractor will submit for government approval a quality control plan
which will be enforced through the life of the contract. The District
reserves the right to terminate negotiations with firms that do not
respond to Government requests for proposals, information,
documentation, etc. in accordance with established schedules.
Interested firms having the capabilities to perform the work must
submit one copy of the SF 254 (revised 11/92) and SF 255 (revised
11/92) for the prime and SF 254 for each consultant, to theabove
address not later than the close of business on the 30th day after the
date of this announcement. If the 30th day is a Saturday, Sunday or
Federal Holiday, the deadline is the close of business of the next
business day. Include ACASS number in Block 3B of the SF 255. Call the
ACASS Center at (503) 808-4591 for information on obtaining an ACASS
number. All responders are advised that this requirement may be
canceled or revised at any time during the solicitation, selection,
evaluation, negotiation and/or final award process. It is required that
all responding firms clearly present billing amounts for all Corps of
Engineers work as well as all other DOD work for the last 12 months.
This is not a request for proposals. No other notification to firms for
