DEVELOPMENT OF FEMA PROGRAM ON SEISMIC SAFETY OF EXISTING BUILDINGS.

daophan@fema.gov. This is not an RFP, but a survey to locate potential
sources capable of performing the proposed technical services. Minimum
capabilities must include documented evidence of experience and
expertise in all of the following areas; 1) a minimum of three years of
actual design experience, preferably of buildings located in moderate
or high seismicity areas; 2) a minimum of five years of structural
engineering research in topics related to earthquake design; 3) a
minimum of seven years of providing technical consulting services
directly related to the conception, management, and implementation of
all the FEMA projects related to the seismic safety of existing Federal
and private-sector buildings since 1990; 4) high standing and
recgnition in the seismic engineering community, as evidenced by papers
accepted at national or international conferences and position of
leadership in recognized national organizations; and 5) excellence in
oral and written communcication skills, as evidenced in completion of
appropriate courses or other signs of distinction. Working knowledge of
a foreign language is preferred, but not a requirement. Sources meeting
these considerations are invited to submit three (3) copies of their
capabilities statement within fifteen (15) calendar days from the date
of this notice. Information furnished should include: 1) The number
and professional qualifications of technical and other appropriate
personnel; 2) Company experience related to the proposed project; 3) A
current financial statement; 4) Other literature which demonstrates
the minimum capabilities listed above. The Government will not pay or
otherwise reimburse respondents for information submitted. Based upon
responses received, the Governmnet reserves the right to set-aside any
and all procurements that may result hereunder for small or
minority-owned businesses. If the evaluation of responses received
concludes that none of the respondents have the necessary capabilities,
then this acquisition will be conducted as a Sole Source Procurement
with Dianna Todd, and no further synopsis will be issued. However, if
one or more responses received are determined to have the necessary
capabilities, then this acquisition will be re-synopsized as being
