L -- TECHNICAL CONSULTING SERVICES FOR THE REVIEW, ANALYSIS, AND DEVELOPMENT OF FEMA PROGRAM ACTIVITIES RELATING TO SEISMIC HAZARDS MITIGATION OF EXISTING BUILDINGS SOL EMW-97-RP-0026 POC Dao X. Phan, Contract Specialist 202/646-2760; Chandra G. Lewis, Contracting Officer 202/646-3118 FEMA is intending to award a sole-source contract to Diana R. Todd, M.S.C.E. Diana R. Todd is the source uniquely qualified to provide the required technical consulting services to FEMA because of three major considerations: First, she has been uninterruptedly providing the exact same kind of consulting services to the Manager of the FEMA Program of Seismic Safety of Existing Buildings since July 1990. From that date to April 1996 she was an employee of NIST and since then she has been a private engineering consultant to NIST, but assigned exclusively to FEMA. As such, she has participated in and is intimately familiar with the technical contents of over a dozen FEMA and closely related NIST documents on the seismic safety of existing Federal and private-sector buildings. Throughout the seven-year period she has participated in a variety of assignments for FEMA, including: the preparation of statements of work, participation in source evaluation panels for new projects, review and commenting on the technical contents of all workplans and drafts of final deliverables of all the projects that comprise the Program, and active participation with the manager of the Program in site visits, status review sessions, and related meetings and workshops. She needs no further training and no learning curve to be totally effective in her employment, because she has been and still is already performing the required services. Secondly, she has very high acceptance and standing in the seismic segment of the engineering community. Her advice and comments are often solicited on a wide range of engineering topics and her opinions are well received and respected. This standing is underscored by her membership in all the most prestigious professional engineering societies, including the only one dealing exclusively with seismic matters, namely the Earthquake Engineering Research Institute, of which she is both a member of the Board of Directors and chief editor of the widely read and respected monthly EERI Newsletter. FEMA can therefore be assured not only of sound earthquake engineering advice, but also of being able to take positions on technical matters that the engineering community is very likely to accept. Thirdly, she has most unusual oral and written communications skills derived from a rare combination of formal education and practical experience in both English and Engineering. An honor and prize-winning English major at a prestigious Ivy-League college and a writing career enable her to present even the most complex engineering problems in simple and easily understood language both orally and in writing. Her participation in meetings of all kinds and her review and rewriting of draft documents in support of the FEMA Manager provide assurances of products that are not only of the highest technical quality, but also communicate easily and immediately with the intended audiences. This is a survey to locate sources capable of meeting the above considerations. Sources meeting these considerations are invited to submitthree (3) copies of their capabilities statement within fifteen (15) calendar days from the date of this notice. Information furnished should include: 1) The number and professional qualifications of technical and other appropriate personnel; 2) Company experience related to the proposed project; 3) A current finanical statement; 4) Other literature which demonstates the minimum capabilities listed above. The Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set-aside any and all prcurements that may result hereunder for small or minority-owned businesses. If the evaluation of the responses received concludes that none of the responding sources have the necessary capabilities, then this acquisition will be conducted as a Sole Source Procurement with Dianna Todd, and no further synopsis will be issued. However, if one or more responses received are determined to have the necessary capabilities, then this acquisition will be re-synopsized as being available for full and open competition. Accordingly, it is strongly recommended that the technical consulting services of Diana R. Todd be obtained by FEMA on a sole-source basis in the best interest of the Government. (0181)
