synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation; proposals/bids are
being requested and a written solicitation will not be issued. This
solicitation is being issued as a Request for Quotation (RFQ) #70354,
the provisions and clauses incorporated are those in effect through
Federal Acquisition Circular (FAC) 90-46. This solicitation is under
the Simplified Acquisition Procedures (SAP) and is a Small
Business-Small Purchase Set-Aside. The Standard Industrial
Classification (SIC) Code is 3826 and the Business Size standard is 500
employees. This will be a Firm-Fixed price contract for a Raman
Spectrograph system and a Sample holder (designed for Class I laser
field operations) with mounting assembly for a van or rack mounted
operation.. The minimum requirements for the Raman Spectrograph system
are: (1) Instrument must be designed for portability and field use.
(2) The spectrograph must have a spectral range from 200-3100cm(-1).
(3) It must have a fixed dispersive optical system with no moving
optical parts. (4) It must have resolution capabilities of 2cm(-1). (5)
The fiber optic input must be slitless. (6) Excitation laser must be in
the near infrared (approximately 785nm). (7) Must be integrated with
field operational computer system. (8) Class I sample holder must be
capable of handling one gallon glass containers. FOB destination
pricing is requested to Cheverly, Maryland. In addition to the
following FAR clause information, please supply your Dunn and
Bradstreet number, the terms and coverage of your standard commercial
warranty, and demonstration of past performance of your equipment in
field type situations. The following FAR clauses are incorporated by
reference and apply to this acquisition: FAR 52.212-4 Contract Terms
and Conditions-Commercial Items (Oct 1995), FAR Clause 52.212-2
Evaluation-Commercial Items (Oct 1995). The following factors shall be
used to evaluate offers: Ability to meet Technical Requirement, Past
Performance in Field Use, Price and Warranty in descending order of
importance. Each offeror shall include a completed copy of the FAR
provisions at 52.212-3, Offeror Representation and Certifications (Mar
1996) with its offer. All responsible sources may submit a quotation
which, if timely received, shall be considered by the agency.
Government will award to the responsible offeror whose offer conforming
to this solicitation will be most advantageous to the government, price
and other factors considered. All bids shall be submitted to the
address listed on line number seven no later than 12:00 Noon, EST, July
