necessary to effect the lighting retrofits in the Juliet Nichols
Building and Bauer Building, U.S. Coast Guard Training Center Petaluma,
CA. Work includes, but is not limited to: Replacing the lamps and
ballasts in all existing fluorescent fixtures with T8 lamps and
electronic ballasts except as noted on the fixture schedule; delamping
some fixtures and adding reflectors; installing new LED exit lights;
installing compact fluorescent and metal halide retrofits; and
installing occupancy sensors. Estimated Range $100,000 to $250,000.
Performance period is 90 calendar days after receipt of Notice to
Proceed. Anticipate bid issue date is 10 June, 1997. SIC Code for this
procurement is 1731, Small Business size standard is small if its
average annual receipts for its preceeding 3 fiscal years do not exceed

The Department of Transportation (DOT Office of Small and Disadvantage
Business Utilization has programs to assist minority, women owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
